Born in Iwate Prefecture . Professor at the University of Tokyo . In connection with the Nobi earthquake of 1891, he founded the Earthquake Research and Prevention Society. He was one of the co-founders of the Geographic Latitude Observation Center and the Japan Aviation Institute. Contributed to popularization in Japanese scientific journals in the Japanese Latin and metric systems . In 1944 he was awarded the Order of Culture .
