From the nobles of the province of Courland . The son of a famous military theorist and historian, chairman of the Main Military Scientific Committee, general from artillery Baron Nikolai Vasilievich Medem (1796-1870) and Maria Mikhailovna Balugyanskaya (1804-1894; daughter of Senator M. A. Balugyansky ).
Educated at the Mikhailovsky Artillery School and the Mikhailovsky Artillery Academy (1854, 1st category).

He served in the department of the General Staff (1858–1862), senior adjutant of the headquarters of the Separate Guards Corps (1862), for special assignments under the commander in chief of the Kingdom of Poland (1863–1865), performing the post of Plock civil governor (1865–1866), Warsaw governor (October 24, 1866 - January 1, 1892), senator (from January 1892), assistant to the Warsaw Governor-General (1892-1894), in the Department of Heralds of the Senate (since 1894).
He was married to Sophia Ivanovna Kapger, his cousin: the daughter of Senator I. H. Kapger and Alexandra Mikhailovna Balugyanskaya (1808-1877). Son of Governor Baron N. N. Medem .
