Mafia Relationship Information
In 1993, publications appeared in the Canadian and American press that Russian criminal groups extorted money from NHL players from the countries of the former USSR, threatening the lives and health of their family members who remained in their home countries. Agent Vyacheslav Fetisov denied that something similar happened to his client, but acknowledged that this happens with many players; the hockey player himself claimed that the Russian NHL players have no problems with the mafia [17] .
According to the FBI report, which refers to the American journalist Robert Friedman In 1993, Fetisov began to invest in various Moscow enterprises and pay for the " roof " of Otari Kvantrishvili . After the death of Kvantrishvili, Vyacheslav Ivankov (Jap) became the “close partner” of the hockey player [18] . The company Slavic, Incorporated was registered in Fetisov’s name in New York, which, according to the FBI, was used by Ivankov to launder money and sell business visas in Russia [19] . [20] According to Fetisov himself, he never did business and was not involved in criminal activities, and he opened a company with his emigrant friend named Victor [21] . [22]

Legislative Initiatives
Amendments to the Citizenship Act
In October 2012, together with senators Ilyas Umakhanov and Vladimir Dzhabarov, amended the Law on Citizenship. Senators offered to allow Russian citizenship on preferential terms to persons over 18 years old who can prove that they or their ancestors once were citizens of the USSR in a straight line, lived in the Russian state, Russian Republic, RSFSR, USSR or Russian Federation [29] .
The legislative initiative of the senators caused a wide public response in the media and on the Internet, since many considered this an opportunity for migrants from the former Soviet republics to migrate to Russia. According to a study by the Levada Center, published at the end of November, 63% of Russians believe that the number of migrants should be reduced, and 71% - that migrants contribute to the growth of crime in the country, while 67% believe that migrants are taking jobs away from Russians [ 29] .
Fetisov himself explained his initiative by saying that the law on resettlement of compatriots, adopted in 2006, is corrupt in nature, and many young Russians are planning to go abroad [30] .
Property
In September 2013, one of the online media [31] appealed to the Federation Council Commission on Controlling the Income and Expenses of Members of the Upper Chamber with a request to deal with the undeclared apartment of Fetisov’s wife, which is 1051 square meters in size, located in the center of Moscow. A number of media [32] [33] [34] [35] [36] links the request to the commission with the accusations against Fetisov on Alexey Navalny’s blog. However, the commission on the basis of the inspection of the property did not reveal the facts of providing false data in the declarations for 2011 and 2012. Fetisov himself responded to the charges in an interview with Itogi magazine. [37]
On March 17, 2015, the Anti-Corruption Foundation of Alexei Navalny published unverified information that Fetisov owns three offshore companies in Cyprus . [38] According to the federal law “On prohibiting certain categories of persons from opening and holding accounts (deposits), storing cash and valuables in foreign banks located outside the territory of the Russian Federation, owning and / or using foreign financial instruments” Fetisov must be dismissed from the post of senator.
