Biography
Born on December 4, 1904 in the village of Bolshaya Glushitsa, Samara Province.
In 1919-1921 he was a student of the gramophone master, then worked as a metal turner. In 1921, he worked in the criminal wanted list, participated in the work of special purpose units . In the same year, due to the famine in the Volga region and the closing of the mechanical workshop "Samgorpotreb", he became a street kid. [1] Filed in the south of Soviet Russia , was located in the cities of Tashkent , Krasnovodsk , Baku and Balajary ; in the latter he joined the Red Army as a volunteer, becoming an ordinary Red Army man of the 42nd regiment.
Statesman
He fought with gangs in Central Asia , then was transferred to Ukraine, where in 1922 he fell ill with typhus and was in the barracks of the city of Sumy . He recovered, was demobilized and returned to Samara , where he worked in the railway workshop. In 1924, he joined the Komsomol and in the same year he was sent to work at the Leningrad State University . In Leningrad in 1927 he became a member of the CPSU (b) / CPSU . At the end of the work school, he was sent to continue his studies at the Moscow Finance and Economics Institute (now the Financial University under the Government of the Russian Federation ). After graduating from this university and graduate school with him (becoming a candidate of sciences and receiving the title of associate professor), in May 1934 he was appointed chief editor of the USSR State Fund; in 1937, director of the Scientific Research Institute of Physics of the People’s Commissariat of Finance of the RSFSR ; in 1939, head of the currency department of the People's Commissariat of Finance. During the Great Patriotic War, he was head of the precious metals department of the People's Commissariat of Finance of the RSFSR and was evacuated to Samara.
On October 20, 1948, I. D. Zlobin was awarded the title of “State Counselor of the Financial Services of the First Rank” by the USSR Council of Ministers . From April 1948 to 1959, he served as Deputy Minister of Finance of the USSR. [2] Left work for health reasons.
Scientific and pedagogical work
Research and teaching activities Zlobin began in 1931 (part-time). After leaving the Ministry of Finance in 1959, his full-time work began. In 1948 he defended his doctoral thesis, received the degree of doctor and the title of professor. From 1963 to 1975 he was Head of the Finance Department of the Moscow Financial Institute (now the Financial University under the Government of the Russian Federation ). [1] In 1975, he moved to the position of Professor and Consultant of the Min. Plekhanov (now the Russian Economic University named after GV Plekhanov ). He was a member of the Academic Councils of a number of institutes, including the Ministry of Foreign Affairs of the USSR Academy of Sciences, the Moscow State Institute of International Relations and the USSR Ministry of Foreign Affairs, and G.V. Plekhanov.
In 1973, I. D. Zlobin at the request of the Ministries of Finance and Higher Education of the USSR established a personal pension of union value.
He died in Moscow in 1993 .
Merit
- Ivan Dmitrievich Zlobin was awarded many government awards (including two - for participation in the Civil War).
- In 1971 he was awarded the honorary title of "Honored Scientist of the RSFSR."
- For participation in the Soviet-Bulgarian-German collective work "National income in a socialist society" (1976), Zlobin was awarded a national prize (and medal) of the People's Republic of Bulgaria.
- The Soviet Peace Committee awarded him a gold medal to the “Fighter for Peace”, the Soviet Peace Foundation received three medals (including one gold).
- For his work in 1964-1982 in the All-Union Society " Knowledge " was awarded the Order "Badge of Honor" (1967) and by the decision of the Plenum of the Board of the Society in 1975 was entered into the Book of Honor.
