Andrei Alekseevich Alpatov (born February 10, 1963 , Belaya Kholunitsa , Kirov Region ) is a Russian statesman. Biography
Born February 10, 1963 in the city of Belaya Kholunitsa , Kirov Region in the family of a worker and teacher. In 1986 he graduated from the Moscow Power Engineering Institute , in 1995 - graduate school at the Samara Economic Academy , and in 2000 - full-time doctoral studies at the Samara Higher School of Privatization and Entrepreneurship (the topic of the dissertation is “ Effective Management of Shares and Shares ”) [3] . Subsequently, he remained working there, was the supervisor of the economist A. V. Borodin [4] .
From 1986 to 1990 he worked at the All-Union Electrotechnical Institute. V. I. Lenin [5] .
In 1992, he organized and headed the first in Russia Vyatinvestfond Check Investment Fund (after the completion of voucher privatization, the fund was concentrating the packages of the most promising enterprises) [3] .
In 1996-1997 - First Deputy Chairman of the Property Management Committee of the Kirov Region. In 2000, he ran for the post of head of the administration of the Kirov region, won 15% of the vote in elections and took second place, losing the victory to incumbent governor V. Sergeenkov . He was the author of the concept of development of the securities market in the Kirov region, he led the reorganization of a number of enterprises in the Kirov region, which did not allow their bankruptcy and suspension. He was one of the top ten in the ranking of the most influential politicians in the Kirov region [3] .
From 2001 to July 2004, he was the head of the Department of Land Management and the Deputy Minister of Property Relations of the Russian Federation. In 2005-2007 He was deputy head of the Federal Service for Supervision of Natural Resources . In January 2007, he was appointed deputy head of the Federal Agency for Management of Special Economic Zones [3] .
On February 29, 2008, by order of the Government of the Russian Federation, he was appointed head of the Federal Agency for Management of Special Economic Zones. In this post, I was faced with a negative assessment of my activity: in September 2008, the Prosecutor General sent a submission to the Ministry of Economic Development , which indicated the inefficient use of budget funds in the creation of special economic zones, it was noted that these funds were placed on deposits at extremely low interest rates, and a lack of proper inflow of investments and the creation of a significant number of new jobs [5] .
In 2011, Alpatov was appointed assistant to the First Deputy Prime Minister of the Russian Federation I. I. Shuvalov [6] .
