José Avelino Bettancourt ( port of José Avelino Bettencourt ; born May 23, 1962 , Velas , Portugal ) is a Portuguese-Canadian clerical prelate and Vatican diplomat . Head of the protocol of the State Secretariat of the Holy See since November 14, 2012. Titular Archbishop Aemona since February 26, 2018. Apostolic Nuncio in Armenia from March 1, 2018. Apostolic Nuncio in Georgia from March 8, 2018.

Biography
Jose Avellino Bettancourt was born on May 23, 1962 , in Velasha , on the Azores , and he emigrated with his family to Canada at a young age. Betancourt was ordained a priest on May 29 , 1993 in the Archdiocese of Ottawa and earned a degree in literature and theology at the University of Ottawa .
Betancourt entered the Holy See diplomatic service in 1999 and received his doctorate in canon law from the Pontifical Gregorian University . He worked at the Apostolic Nunciature in the Democratic Republic of the Congo, and then moved to the State Secretariat of the Holy See. In 2003, he was awarded the title chaplain of His Holiness , which gave him the right to be titled Monsignor .
On November 14, 2012, Pope Benedict XVI appointed Bettancourt as head of the protocol of the Vatican State Secretariat . [1] He is also responsible for contacts with embassies accredited to the Holy See and the central authority of the Vatican.
On February 26, 2017, Pope Francis appointed him the Apostolic Nuncio. [2]
