Vladimir Ivanovich Novikov (born June 29, 1940 , Novosibirsk ) is a Soviet and Russian military commander, major general of the strategic missile forces, and a military teacher .

Biography
Born on June 29, 1940 in Novosibirsk . He graduated from the Irkutsk Higher Military Aviation Technical School , then - Riga Higher Military-Political Red Banner School named after Marshal of the Soviet Union S. S. Biryuzov . In the missile forces since July 1960. He was the commander of the starting battery, the commander of the division. He served as deputy regiment commander, then commanded a missile regiment.
In 1981 he was promoted to chief of staff of the 49th Guards Missile Division , in August 1982 he became its commander [1] [2] . In July 1985 he was appointed deputy commander of the 50th Missile Army for combat training.
In July 1988, with the rank of major general, he was appointed head of the Rostov Higher Military Command and Engineering School of the Missile Forces , where he successfully defended his thesis for the degree of candidate of military sciences , became an assistant professor and professor [3] .
In September 1996, he was transferred to the reserve and left the post of head of the school, although he remained to work there as a professor of the department [1] [4] .
