Mammadov, Sahib Melik oglu

Born on December 15, 1962 in the village of Musli in the Ujar region of the Republic of Azerbaijan in a family of railway workers. In 1970-1980 he studied at the secondary school of the village of Mususlu in the Ujar region. From 1981 to 1991 he worked in the Baku Construction Administration (with the exception of the service life in the Navy). He began his career in the construction of an absorber in the North Caucasus, in the Baksan district, in the village of Neytirino.

In 1981-1984 he served in the Pacific Fleet of the Navy of the USSR. He served in South Vietnam (Kam-Ran Peninsula) in the ranks of the 17th Operational Squadron of the Pacific Fleet. He also served in the fleet in Yemen (Sakkotra island), Ethiopia (Dahlak archipelago), Poland (Gdynia) and was discharged from the Baltic Fleet. He was awarded the medal "For Long Trip" and other awards for his military service. In 1985-1991 He was educated in the specialty "Geography" at Baku State University (also as a teacher of geography). In 1987-1991 he took an active part in the National Liberation Movement.

In 1987, in the Baku department of tunnel construction, where he worked, he created with his colleagues and headed the semi-legal organization “Free Professional Association”; participated in the creation and organization of the activities of the Popular Front of Azerbaijan (NFA), and took an active part in the creation of the NFA support group of the Oktyabrsky (now Yasamal) district (Izmir branch of the NFA) for the Baku Tunnel Construction Directorate and was its leader. He was chairman of the Mejlis of Oktyabrsky (Yasamal) branch of the Popular Front (Izmir branch of the Popular Front). He was chairman of the Yasamal district constituency in the 1992 presidential election.

In 1992, he became the first deputy head of the Executive Authority of the Yasamal district for humanitarian issues. In 1992-1993 worked as the head of the Executive Power of the Yasamal district. In May-July 1993, by order of the President of the Republic of Azerbaijan, he was the head of the Department for Work with the Territorial Administration of the Presidential Apparatus. In 1993-1997 he worked as an inspector of labor rights of workers in the oil and gas industry of Azerbaijan in the Free Trade Union.

In 1997, with a group of colleagues, he established the League for the Protection of Labor Rights of Citizens (LZTPG) and was elected chairman of the Executive Committee. In 1997-2003 he received his second higher education at the Faculty of Law of the University of Odlar Yurdu.

LZPTG was registered on March 18, 2000 by the Board of the Ministry of Justice as a public association. In 2002-2004 he graduated from the International Higher Courses on Human Rights in Poland (Warsaw).

Currently, Sahib Mammadov is the chairman of the Executive Committee of this organization.

• Since 2008 - Member of the Council of State Support for Non-Governmental Organizations under the President of the Republic of Azerbaijan (by an order of the President in 2008, 2012 and 2016, appointed member of the Council of State Support for Non-Governmental Organizations under the President of the Republic of Azerbaijan) ^[3] , Chairman of the Board of Appeal Board;
• Since 2005 - Member of the Joint Working Group on Human Rights (Secretary of the Working Group since 2014);
• Since 2006 - Member of the Public Committee under the Minister of Justice (coordinator of the public committee in 2007-2009);
• In 2011-2013 - Member of the Public Council under the Ministry of Labor and Social Protection of the Population;
• Since 2015 - Member of the Public Council at the State Migration Service;
• Since 2012 - Member of the Public Council under the State Agency for Citizen Services and Innovations under the President of the Republic of Azerbaijan;
• Since 2013 - Member of the Public Council under the Public Service Commission under the President of the Republic of Azerbaijan (the current State Examination Center);
• Since 2016 - Member of the Public Council at the Azerbaijan State University of Oil and Industry;
• Since 2016 - Member of the Public Council at the Azerbaijan State Pedagogical University;
• Since 2018 - Member of the Public Council at the Azerbaijan State Economic University;
