Biography
He graduated from the Moscow Financial Institute (now Financial University under the Government of the Russian Federation ) in 1980, having received the specialty of economist.
The academic degree of candidate of economic sciences was awarded in 1999 by the dissertation council of the Moscow Automobile and Road Institute (Technical University) ; the topic of the dissertation is “Features of the functioning of passenger transport in the current state of local budgets.” [one]
Since 1980, he worked in the office of the Chief Auditor of the KRU for the Moscow Region as a supervisor and auditor of the audit department of financial authorities and budgetary institutions.
In 1989, he was transferred to the financial department of the Khimki city executive committee as the acting head of the financial department, and later to the finance and tax policy department of the Khimki district administration.
Since 2001, Alexander Frygin worked at the Ministry of Finance of the Moscow Region as the head of the Khimki Financial Department of the Ministry of Finance of the Moscow Region.
