From the peasants. He graduated from the City High School, then - the Nerchinsk Real School, earning a living by private lessons.
In 1912-1913 he was serving military service as a volunteer, then entered the Moscow University of Shanyavsky.
In 1914 he was mobilized into the army. He graduated from the Irkutsk Military School (1915). On the fronts of the 1st World War - ensign, then lieutenant.
Member of the RSDLP (b) since March 1917, chairman of the regimental, brigade committees and member of the frontline Council of the Caucasian Front.
From March 1918, the chief of staff of the Red Guards of Transbaikalia and the military commissar of the Transbaikal region, since July - a member of the Siberian High Command (Tsentrosibiri), one of the organizers of the partisan movement.
From January 1920 he commanded the fronts: East-Zabaykalsky, in April-August 1920, Amursky.
From February 1921 the chairman of the Constituent Assembly of the FER , in September 1921 - November 1922 deputy. Chairman of the Council of Ministers of the FER.
In 1923—1938 at the Soviet and economic work in the People's Commissariat of the RCT. Since 1938, retired. He was buried at the Vagankovskoye cemetery .
Awarded the Order of the Red Banner . The streets in Nerchinsk and Chita are named after him.
