The Institute for Research and Planning for Higher Education of Iran is a research institution in Iran [1] .
Content
History
The history of development planning in Iran begins in 1949 (1327), when foreign specialists created the first development program of the country, but a method of organizing planning was developed in 1950 (1328). In 1968, the Ministry of Science and Higher Education was established in the field of higher education, and in 1970, the Institute for Research and Educational Planning was established as an independent organization for cooperation and collaboration with the Ministry of Science and Higher Education, but after trial in 1982 he was dissolved. During the development of the first program of economic, social and cultural development of the Islamic Republic of Iran and the compilation of a program of higher education and research, there was a shortage of research and information, scientific personnel and qualified specialists experienced, inventive and familiar with the development planning processes of higher education, and undergraduate knowledge by specialists in economics, planning and management, psychology and social sciences from Tehran universities, training center Teachers, Shahid Beheshti, Shiraz, Isfahan, Tabriz and Mashhad University studied the issues and problems of higher education, as a result it was proposed to create an institute called the Institute for Educational Research and Planning. Further, on March 16, 1991, the Charter for the Development of Higher Education approved the charter of the Institute for Educational Research and Planning, and it officially started its activities [2] .
Objectives of the Institute for Educational Research and Planning
1. Theorization in higher education and the creation of platforms for criticism and discussion.
2. Long-term planning and policy research in higher education.
3. Scientific support, the study of the planning and decision-making system in the field of science, research and technology in the country using a knowledge-based approach.
4. Development and implementation of a training system for managers in the field of science, research and technology

In accordance with the objectives of the Institute, its duties are defined as follows:
- Collect information and prepare reports on policy and executive activities of higher education and propose appropriate solutions to achieve the intended goals of the competent authorities.
- Study of existing higher education opportunities and analysis of abilities.
- Creation of an information base for higher education within the framework of projected tasks, analysis of statistics and information necessary for planning higher education.
- Research to achieve the best and most appropriate planning methods in a comparative study of higher education systems.
- Study of sources of financing higher education.
- Preparation of a plan for the introduction of higher education in the country and preparation of comprehensive long-term and medium-term programs and the search for places for the creation and development of higher education centers.
- Study of the effectiveness of the educational sector and comparison with the goals.
- Investigation of the effective factors of higher education, such as management, teachers, students and staff, equipment, libraries, buildings and educational institutions.
- Study of the relevance of higher education programs with the economic, social and cultural goals of the country.
- Investigation of the relationship between training and graduates, and the provision of statistical data on the needs of the labor market in higher education.
- Study of the activities of scientific associations and the proposal to bring them into line with the goals of higher education in the country.
- Review of scientific and specialized seminars in the framework of the tasks.
- Study of existing criteria related to the management structure and organization of universities and research centers in relation to the policy of developing higher education and research in the country.
- Conduct training courses to improve the knowledge and skills of managers and planners in higher education. Publication of the results of the research.
- Dissemination of a culture of compiling statistics and information transfer in universities and higher education institutions.
- Research of scientific and educational programs for the promotion of Islamic culture for scientific and academic purposes.
- The study of the optimal use of the relationship between higher education institutions and research centers, both domestically and abroad.
- Study the quality of training courses in terms of compliance with the needs of the country.
