Vladimir Semenovich Zolotarev (born December 25, 1937, Rostov-on-Don ) is a scientist-economist, doctor of economic sciences, professor, writer, public and statesman. Honored Scientist of the Russian Federation. Rector of Rostov State Economic University (1988-2008).

Biography
Vladimir Semenovich Zolotarev was born on December 25, 1937 in Rostov-on-Don. In 1959 he graduated from the Rostov Financial and Economic Institute (now Rostov State Economic University). After graduation, he got a job as an assistant foreman, then worked as an engineer-economist at the Rostselmash plant in Rostov-on-Don.
He continued his education at Rostov State University, where he studied since 1962 and at the same time worked. He also studied at the graduate school of the department of political economy. In 1966 he defended his Ph.D., in 1983 he defended his doctoral dissertation on the topic: "Scientific-industrial complex of developed socialism (questions of methodology and theory)."
Place of work: since 1966 - assistant, associate professor, head. Department of Economics and National Economy Planning, Dean of the Faculty of Economics, Rostov State University. In 1988, he was elected as rector of the Rostov State Economic University. He worked in this position from 1988 to 2008. He was a deputy of the regional legislative assembly, chairman of the editorial board of the journal “Izvestia Vysshikh Uchebnykh Zavedenii Zavod-Kavkazskogo Regiona”, a member of the editorial board of the newspaper Academy.

Vladimir Semenovich Zolotarev created a scientific school at the university, which deals with issues of market economy, is the author of about 120 scientific publications.
In addition to scientific works, he is known for his literary work. He wrote the novel The Fifth Column (2002), published four collections of humorous stories: Vernyachok (1993), Tips of the Lyceum (1995), Monograph (2000), The Power of Example (2001).
