Sino-Turkmen relations

Sino-Turkmen relations are bilateral relations between China and Turkmenistan . Diplomatic relations between Turkmenistan and the People's Republic of China were established on January 6, 1992 [1] . In September 2013, relations between the countries were recognized as a strategic partnership, and in May 2014, China and Turkmenistan signed the Treaty of Friendship and Cooperation [2] .

Turkmenistan Embassy in China

The Embassy of Turkmenistan in the Peoples Republic of China (Beijing) was opened by decree of the President of Turkmenistan of September 6, 1993.

Since September 17, 2013, the Embassy has been headed by the Ambassador Extraordinary and Plenipotentiary of Turkmenistan to the People’s Republic of China, Chinar Rustemova .

Economic Cooperation

For Turkmenistan, China is the largest trading partner [8] . In 2017, the volume of trade between countries reached $ 10 billion (in 1992 it amounted to $ 4.4 million) [1] [9] . The main export of Turkmenistan to China is natural gas , the supply of which by the end of 2017 is 30 billion cubic meters of gas [9] . Since 2009, China has been the largest buyer of Turkmen gas [2] .

Gas is supplied through three branches of the Turkmenistan-China gas pipeline with a total length of 1833 kilometers each. It is planned to complete the construction of the fourth branch of the gas pipeline, which will supply gas to China from the Galkynysh field through Uzbekistan, Tajikistan and Kyrgyzstan [2] .

The development of relations with the People's Republic of China began to be carried out by Turkmenistan as part of a policy to diversify the supply of energy resources, in particular, to reduce dependence on Russia, not only economic but also political [10] . At the same time, China constantly supports Turkmenistan in its decision to adhere to the status of a neutral country [11] .

Investments

China is a significant investor in the economy of Turkmenistan. About 30 enterprises of the People’s Republic of China conduct economic activity in Turkmenistan [1] . A significant part of the investment is in the oil and gas sector and mining. Since 2002, the China National Oil and Gas Corporation has been operating in Turkmenistan, which is the operator of gas production for the Bagtyyarlyk project [2] [12] . The company also conducts industrial development of the Galkynysh field (financing the development of the field, in particular, the construction of gas pipelines, gas treatment plants, necessary infrastructure, is carried out by the State Bank of China) [10] [13] .

In Lebap province, it is planned to build a mining and processing plant for the extraction of potash salts [9] .

Also, companies from the People's Republic of China are actively investing in the transport sector of the economy. 90% of the transport capacity of railways is provided by locomotives produced in China [1] .

Another areas of investment in China are: health, construction, textile and telecommunications [8] .

Transport and Logistics

Turkmenistan is an important link for China in the implementation of the New Silk Road transport project on the principles proposed by it . In particular, a part of the China-Kazakhstan-Turkmenistan-Iran railway transport corridor is already operating, which allows halving the time of cargo transportation between China and Iran [9] .

Every day, airplanes fly from Ashgabat to Urumqi and Beijing [1] .

Cultural Exchange and Tourism

On February 2, 2018, the Silk Road Visa and Service Center of Turkmenistan was opened in Beijing to simplify the procedure for tourists and businessmen from China entering the territory of Turkmenistan [14] .

Education

More than 2,000 Turkmen students study at universities of the People’s Republic of China [1] . In particular, students of the State Medical University of Turkmenistan are studying at , and experience is being exchanged between university teachers [15] [16] .

Schools and universities of Turkmenistan are studying the Chinese language [1] .

Counterterrorism

China counts on Turkmenistan’s assistance in both the fight against international terrorist organizations and the separatist activities of the Islamic Movement of East Turkestan in the Xinjiang Uyghur Autonomous Region of the PRC. Cooperation between the two countries can be aimed at fighting supporters of this movement in Central Asia [11] .
