Conring, Herman

Hermann Conring ( German: Hermann Conring , November 9, 1606 - December 12, 1681 ) - a German polygistor, doctor, historian, and state expert , was a professor of medicine and politics in Helmstadt . He made a significant contribution to the study of medicine, politics and law.

Biography

He came from the Lutheran clergy both by father and mother; the youngest of ten children. During his career as a professor in Northern Germany, Corning first turned to medicine, having conducted a substantial study of blood serum, and later turned to politics in his career. In 1658, the Swedish king Charles X made Conring his adviser and life physician; since 1669 he was a state adviser to the Danish king. Conring's councils sought in crucial government affairs; he took part in the elaboration of the Westphalian peace treatise. His research on ancient Germany (De origine juris germanici, Helmstadt, 1643 and more) gives him the right to consider him the founder of the history of German law. He also laid new paths in " state studies" (later Aachenwale statistics).

As an outstanding statesman, Conring was fond of state studies. It was often called the Descriptive School of Statistics, of which Conring was one of the founders. Representatives of this school believed that statistics is a science whose task is a systematic description of state attractions. Statistics was considered as a social science about the social, legal and economic aspects of the state.

Conring began lecturing on state studies at the University of Helmstadt in 1660. The purpose of the new science, Conring formulated as follows: to teach politicians to understand the causes of important phenomena in the state, which he divided into four groups: material - descriptions of the territory and population; formal - political structure; final (target) - the welfare of the state and its citizens; administrative - management of the state, its apparatus (officials, army, etc.). These four parts determined the development of demography, political geography, budget statistics and administrative statistics.
