Nkandu Foebe Luo ( born Nkandu Phoebe Luo ; born December 21, 1951) is a Zambian doctor and politician, currently the Minister of Higher Education of Zambia . She is a microbiologist by training, previously held the position of Head of the Department of Pathology and Microbiology at the University Hospital in Lusaka and conducted extensive research on HIV and AIDS .

Biography
Early life and education
Luo was born at the Lubwa Mission Hospital in Chinsali on December 21, 1951. Her parents were teachers, and Luo was one of eight surviving children. [1] [2] She attended Roma Secondary School for Women and the Dominican Monastery School. In 1977, she defended her thesis at the Department of Microbiology, Faculty of Biology, Moscow State University , and then received a master’s and Ph.D. degree in immunology from the University of Brunei [2] [3] .
Career
Luo worked at St Mary’s Hospital in London . In 1993, she became a professor of microbiology and immunology at the University of Zambia and worked as the head of the Department of Pathology and Microbiology at the University Hospital in Lusaka , Zambia [2] [4] . She has published a large number of scientific articles on HIV and AIDS.
In 1996, Luo was elected to parliament from the Mandevo constituency, representing the Multiparty Democracy Movement [5] [6] . In 1997, Nkandu Lo became the first woman in Zambia to become a professor, professor of microbiology. She served as Deputy Minister of Health from 1997 to 1999 and Minister of Health in 1999, but she faced both donors and health workers and was forced to leave the ministerial post in December 1999 when she was replaced by David Mpamba [6] . From 1999 to 2001, she was Minister of Transport and Communications until she lost this post as a result of the 2001 elections [6] .
Luo created a network of thirty national AIDS prevention advocacy groups and founded the non-profit organization Tasintha, which seeks to defeat prostitution in Zambia and stop the spread of HIV and AIDS [1] [7] [8] . She established the National AIDS Program, the National Blood Transfusion Service, and the prevention of mother-to-child transmission of HIV / AIDS [4] .
Luo was elected as the representative of the Patriotic Front in the Munali constituency in 2011. She was appointed by the Minister of Local Government and Housing, President Michael Satoy , in this post she worked from 2011 to 2014. Then she was appointed Minister of Leaders and Traditional Relations. After the death of Sata on October 28, 2014, she retained the post of Minister of Leaders and Traditional Relations in the Cabinet of his current successor Guy Scott and in the office of Edgar Lungu , who became president on January 25, 2015 [4] [9] . In February 2015, Luo was sworn in as Minister for Gender Issues in the Government of Edgar Lungu [10] . In March 2016, Luo was adopted as president of the Women's Parliamentary Assembly at the 134th Conference of the Inter-Parliamentary Union in Lusaka [11] . In September 2016, she became the Minister of Higher Education of Zambia [3] .
Family
Nkandu Luo separated from her late husband by urologist Francis Manda in 1998 [12] . Francis Manda expressed the view that their divorce was related to political differences in relation to the Chiluba government [13] , according to Nkandu Luo, the reason was that it was difficult for a man to marry a woman who had a successful administrative career [12] .
