General information

The State Archive of the Republic of Tyva stores documentary materials for the period 1715-2011. In total, as of January 16, 2018, the archive contains 283,044 storage units, combined into 1,420 funds, of which 71 are from the pre-Soviet period. Many documents have survived during the October Socialist Revolution. The memoirs of participants in revolutionary events and the civil war in Tuva are allocated in a separate fund. Particular attention is paid to the document of the period of the Tuva People's Republic. Some documents of the pre-Soviet period in the Old Mongolian language, some of the documents are translated into Russian and Tuvan. Documents of the period of the Great Patriotic War are highlighted. The archive contains periodicals - 50 titles of newspapers of the pre-Soviet, Soviet and modern periods. The scientific reference library of the archive numbers 2531 books and brochures, 430 journals of different periods. The archive funds contain documents of state authorities, local governments, industrial enterprises and organizations, cooperation, transport, the social and cultural sphere, and documents of the judicial system of different periods.

In storage are also cinema documents, photo documents, phono documents, scientific and technical documentation, electronic documents.

The scientific and reference apparatus of the State Archive of the Republic of Tyva contains: inventories, catalogs, thematic lists, reference books, a guide to the funds. The archive maintains an accounting database - "Archival Fund". [one]

History

On August 14, 1921, the All-Tuvan Constituent Khural proclaimed the formation of the independent People's Republic of Tannu-Tuva ( TNR ). Since that time, the activities of institutions, organizations and enterprises of the republic begin, the foundations of their office work are laid. Until 1930, state writing was conducted in Mongolian. A decree of the Agitprom of the Central Committee of the Arat Revolutionary Party of June 23, 1930 introduced state writing in the native Tuvan language. The same resolution creates the TAR Scientific Committee (from 1923 to 1933 the Tuva Arat Republic ), which laid the foundations for archival work in Tuva.

Under the Scientific Committee of the Tuvan People’s Republic, the State Archive was formed on June 23, 1930.

By a resolution of the Council of Ministers of the Tuva Arat Republic of April 7, 1932, the State Archive is charged with collecting and systematizing basic documentary materials on the history and cultural and economic construction of the TNR. All state and economic institutions of Kyzyl and the khoshuns (administrative-territorial unit of that time) were asked to hand over all the archival materials they had at least two years old in a month's time. However, the beginning of a systematic concentration and accounting of documentary materials was associated with the creation in March 1943 of the scientific and historical archive of the TNR and the shamunny archival institutions.

During its existence (until October 1945), the scientific-historical archive takes into account 697 cases on the history of cultural and economic construction in the republic.

In accordance with the Decree of the Presidium of the Supreme Soviet of the USSR of October 11, 1944 "On the Admission of the Tuva People's Republic to the Union of Soviet Socialist Republics", the TNR voluntarily becomes part of the Soviet Union as an autonomous region of the RSFSR . Archival business in Tuva is becoming a solid foundation. By the decision of the Tuva Regional Executive Committee of May 7, 1945 No. 96, a department is created on the basis of the scientific and historical archive under the Regional Office of the People’s Commissariat of Internal Affairs and the Regional State Archive. On the basis of Decree of the Council of Ministers of the USSR of February 1, 1949 No. 1067-r, inter-district state archives were created in Tuva. They monitor the paperwork in the institutions of the districts, keep records of documents and prepare them for transfer for permanent storage to the regional state archive.

In 1949-1953, the State Archive of the Tuva Autonomous Region concentrated documentary materials deposited as a result of the activities of institutions in the territory of Tuva until the formation of the TNR. This is facilitated by strengthened ties with state archives of neighboring regions and territories. From the Novosibirsk Regional and Krasnoyarsk Territory State Archives, the funds of the Commissioner for Uryanhai Territory, the Head of the Russian Population in Uryanhai, the Executive Committee of the Uryanhay Regional Council of Workers and Peasants' Deputies, and many other materials were received.

On October 9, 1961, the Tuva Autonomous Region was transformed into the Tuva Autonomous Soviet Socialist Republic by a decree of the Presidium of the Supreme Soviet of the USSR.

  • On the basis of Decree of the Council of Ministers of the RSFSR of November 25, 1961 No. 1424 and by decision of the Tuva Regional Executive Committee of January 8, 1962, the Archive Department at the Regional Department of Internal Affairs was renamed the Archival Department under the Council of Ministers of the Tuva Autonomous Soviet Socialist Republic.
  • By the Decree of the Council of Ministers of the Tuva Autonomous Soviet Socialist Republic of April 20, 1962 No. 223, the Regional State Archive was transformed into the Central State Archive of the Tuvan Autonomous Soviet Socialist Republic.
  • By Decree of the Council of Ministers of the Tuva ASSR on September 9, 1980 No. 342, the Archival Department was transformed into the Archival Department under the Council of Ministers of the Tuva ASSR.
  • In pursuance of the Decree of the President of the RSFSR of August 24, 1991 No. 83 “On Party Archives,” by order of the Council of Ministers of the Tuva Autonomous Soviet Socialist Republic, the archive of the Tuva Reskom of the Communist Party of the RSFSR was transferred to the Central State Archive for storage.
  • By Order No. 2a of the Civil Service of the Republic of Tyva dated March 12, 1998, archive No. 2 of the Central State Archive of the Republic of Tyva (the former party archive of the Communist Party of the Russian Federation) was renamed the Center for Archival Documents of Parties and Public Organizations (TsADPOO).
  • By the Decree of the Council of Ministers of the Tuva Autonomous Soviet Socialist Republic No. 300 of September 2, 1991, the Committee on Archives under the Council of Ministers of the Republic of Tuva was formed at the expense of the allocated funds to the Archival Administration under the Council of Ministers of the Republic of Tuva, abolishing it on September 1, 1991.
  • By Order of the Republic of Tuva Committee on Archives dated November 24, 1997 No. 12, in accordance with Decree of the President of the Republic of Tuva dated 06.06.1997 No. 5 "On the Structure of the Government of the Republic of Tyva", the Committee of the Republic of Tyva on Archives was renamed the State Archival Service of the Republic of Tuva .
  • By Decree No. 7 of the Prime Minister of the Republic of Tuva on January 20, 2005, the State Archival Service of the Republic of Tuva was transformed into the archival agency of the Republic of Tuva.
  • By the Decree of the Government of the Republic of Tyva dated December 23, 2011 No. 763, the Central State Archive of the Republic of Tyva was registered as a legal entity and became the state budget institution "State Archive of the Republic of Tyva".

The main task of the department of using documents, organizational and methodological work is the organization and conduct of work on the use of documents in the public interest. The department organizes documentary exhibitions of documents, conducts excursions through the archive, lectures, meetings with the public, informs about documents through mass media, prepares for the publication of documentary publications, holds contests on anniversaries, takes part in scientific and practical conferences, meetings, seminars , speaks with reports and messages. Organizes the work of the reading room of the archive, provides services to users of the reading room.
