Biography
Born January 29, 1931 in Zemgale . After graduating from Tukums secondary school, he entered the University of Latvia. In 1967 he became a professor at the University of Latvia. From April 1978 to May 2002 - Head of the Latvian Bar. November 17, 1992 he defended his thesis for the doctoral degree. For more than 11 years he was chairman of the Council of Sworn Advocates. May 3, 2011 awarded the Cross of Recognition 3 degrees. On November 7, 2008 he was awarded the Honorary Badge of the Judicial System of the 1st degree.
The author of 200 scientific publications, including commentaries on criminal law and textbooks. Supervised the drafting of the Criminal Law Bill and the Law of the Republic of Latvia On Advocacy. He took an active part in drafting the code of ethics of sworn advocates in Latvia.
