All-Russian congresses of workers of the sugar industry

All-Russian congresses of workers in the sugar industry - three congresses of workers in the sugar industry , held on May 16-17, July 5-12, October 23-25, 1917 in Kiev (198 out of 257 sugar factories in the Russian Empire were operating in Ukraine ).

At the First Congress, which immediately declared itself All-Russian, there were 200 delegates from 140 factories [1] , and at the next two congresses, there were 500 delegates from 220-240 factories. The delegates of the First Congress considered the issue of creating trade unions and factory committees at all enterprises and combining their actions, discussed the labor policy of the Provisional Government , the establishment of an 8-hour working day, the improvement of working conditions for workers, the abolition of overtime and night work, unemployment insurance , vacation pay, restrictions on the use of adolescent labor and other issues. At the congress, the Provisional Central Committee of the All-Russian Trade Union of Workers of the Sugar Industry was elected [2] .

The II Congress, in a resolution on the trade union movement and the national question, emphasized the need to unite all those working in the industry in a single union, regardless of nationality. The question of the level of wages in sugar factories was considered [3] . Medical services were assigned to sickness funds maintained by enterprises. In connection with rising unemployment, the congress separately highlighted the need for the immediate creation of labor exchanges. Along with the consideration of economic issues, the congress participants expressed confidence in the Provisional Government in connection with the July crisis in Petrograd , and also welcomed UCR . The congratulation was read in Ukrainian. At the congress, a permanent Central Committee was elected, as well as a Central Council, acting as a plenum of the Central Committee and consisting mainly of representatives of district committees [2] .

The III Congress, along with economic requirements, raised the question of creating security guards from members of the sugar producers union to protect factories and save the police and fighting squads, whose charters had to be approved by the Central Committee of the union, and contained by the factory administration. The trade union managed to achieve the establishment of new prices and the creation of a commission of workers and employees to work out a collective agreement [4] .
