All-Ukrainian Council of Trade Unions

The All-Ukrainian Council of Trade Unions ( Ukrainian All-Ukrainian Council of Trade Unions ; VUSPS) was created according to the project of the All -Ukrainian Central Council of Trade Unions at the Second All-Ukrainian Congress of Trade Unions, which was held on November 3–8, 1924. According to the proposals of the All-Union Central Council of Trade Unions, the Ukrainian Bureau of the All-Union Central Council of Trade Unions, which, at the Second All-Ukrainian Congress, served as the regional trade union center, turned into the All-Union Central Council of Trade Unions, and the Ukrainian bureau of the (authorized) Central Committee of branch unions into All-Ukrainian Committees (VUK) or the central boards of these unions. Accordingly, the republican conference of trade unions was replaced by annual trade union congresses. The newly formed republican bodies remained dependent on the union union center.

The congress delegates were almost unanimous (among them, 87% of the Communists, 7.3% of candidates for membership in the CPSU (b), 0.7% of Komsomol members and 5% of non-partisans; ethnicity - 35% of Russians, 32.6% of Ukrainians, 27.8% Jews and 4.6% of other nationalities) voted to retain the principle of the unity of the trade union movement of the Soviet Union , according to which "all the activities of trade unions of Ukraine restructuring should be conducted in full compliance with the objectives of a single class trade union movement" and rejected the claim ukapistov "to establish an independent trade union representation in the international unification of the revolutionary trade unions - Profintern . Despite the statement of the congress on the transfer of leadership of the Ukrainian professional movement to the jurisdiction of the republican bodies, the powers of the latter were still limited to executive functions. The All-Ukrainian Congress and the Higher School of Political and Political Sciences were attributed to monitor the implementation of the decrees of the All-Union Congresses and the All-Union Central Council of Trade Unions and the All-Union Central Council of Trade Unions by the Higher Military Schools and local union bodies, and if they adopt provisions that contradict these resolutions, suspend the application of such provisions. The activities of the republican bodies themselves were also limited by the accountability of the AUCCTU.

The congress elected the All-Ukrainian Council of Trade Unions consisting of 98 members and 33 candidates and an audit committee of 5 members. 13 members and 6 candidates were elected to the Presidium of the VUSPS. The chairman of the WUSPS is F. Ya. Ugarov .

The decisions of the Second All-Ukrainian Congress were approved by the Sixth All-Union Congress of Trade Unions (November 11–18, 1924), which adopted a resolution on the conduct of elections to the republican trade union bodies in the Byelorussian SSR , Kyrgyz SSR, and Ukrainian SSR . Subsequently, the reorganization of Ukrainian trade unions reflected changes in the administrative division. After F. Ugarov, the heads of the Higher School of Higher School of Economics were: A. F. Radchenko , I. A. Akulov , M. E. Chuvyrin , K. V. Sukhomlin , A. G. Kolybanov , K. F. Moskalets, V. K. Klimenko and others.
