The medal was established by a resolution of the Central Committee of the CPSU and the Council of Ministers of the USSR of February 9, 1960 . From 1962 to 1989 was awarded the Academy of Sciences of the USSR . Since 1998 , it has been awarded by the Department of Nuclear Physics (SNP), the Department of General Physics and Astronomy (OOFA), the Department of Physical-Technical Problems of Energy (OFTEP) of the Russian Academy of Sciences .
