Unified codifier of supplies for federal state needs (abbr. ЕКПС ), ЕК 001-2014 - a document on the standardization of defense products [1] , adopted and put into effect in 2014 (Order of the Federal Agency for Technical Regulation and Metrology of November 25 , 2014 No. 7th).

Content

General information

It contains a list of groups and classes of supplies for federal state needs and a list of federal executive bodies (state customers) that develop, maintain and coordinate sections of the Federal Product Catalog for federal state needs. Each group combines several classes and has a two-digit number, called the group code [2] . Each class includes homogeneous products (supplies) and has a four-digit number called the class code [3] . The first two digits of the class correspond to the group code. The products themselves (supplies) are not encoded in the document. It is assumed that the names of groups and classes are sufficient for classification. However, to explain to users of the document what homogeneous products (supplies) belong to a particular class or group, most of them have clarifications: “Includes,” “Also Includes,” and “Does Not Include.” They provide an approximate and non-exhaustive list of types and types of products that are relevant (not relevant) to a particular class. Classes are assigned to one or more federal executive bodies (state customers). The attachment is given in the appendix to the document.

Scope

The object of classification according to the CPSU can be absolutely any product that is the subject of supply. So, the codifier provides classes for cash account machines (class 7490), hockey shields (class 7810), hair brushes (class 7920), women's garters (class 8445), snowshoes (class 8465), women's hygiene packages (class 8440) , meat (class 8905), game (class 8905), fish (class 8905), jewelry (class 9910), coffins and funerary crypts (class 9930), etc. But most of the groups and classes in the codifier are reserved for military property, weapons and its components: sea mines (class 1351), aircraft (class 1510), unmanned aerial vehicles (class ss 1550), ladders (class 1730), submarines (class 1905), sea anchors (class 2040), buoys (class 2050), tanks (class 2350), gearboxes of vehicles (class 2520), etc. For products, not included in other classes of the codifier, a special class with the code 9999 is provided.

The general approach to the classification of products according to the ECU is as follows:

  • in groups 10 to 14, samples, complexes and systems of weapons and military equipment , their special components and components are placed.
  • In groups 15 to 25, there are items of aviation and space technology, products of shipbuilding, automotive and tractor equipment, equipment and rolling stock of railway transport .
  • in groups 26 to 99, products of widespread use are placed (including materials , substances , raw materials , various property and food ).


Currently, the codifier is mainly used in the following areas of activity:

  • Federal system of cataloging products for federal state needs;
  • defense product standardization system;
  • licensing of activities for the development, production, testing, installation, installation, maintenance, repair, disposal and sale of products.

In cataloging, the CPSU establishes responsibility for the development, maintenance and approval of sections of the Federal Product Catalog for the relevant federal executive authorities (state customers), and is also the top classification level of the hierarchical structure of the federal product catalog. In standardization, the CPSS was used as a classification basis for the classifier of standards for defense products [4] , which categories the standards by the field of their application (reflected in the first four codes of designations of standards). In licensing, the ЕКПС class is indicated upon receipt of a license for activity in relation to products belonging to this class [5] .

Creation History

The first version of the CPSU was of a departmental nature and appeared in 1994 in the Russian Ministry of Defense . The document was called the Unified Classifier of Supplies of the Armed Forces of the Russian Federation . The classifier was a direct translation of a similar NATO cataloging system document (NATO Codification System [6] ). Subsequently, the classifier was several times agreed with the interested structures of the Ministry of Defense of Russia , after which it was finalized.

In the early 2000s, work began on the formation of a federal system for cataloging products for federal state needs [7] . This required the transfer of the classifier that existed at that time into the status of a normative document on cataloging. The codifier was significantly revised taking into account the specifics of domestic terminology. Interested federal executive bodies (state customers) have already taken part in the approval of the new version of the document. In 2001, it was approved and published in the form of recommendations for cataloging R 50.5.002-2001 [8] .

In 2014, the EEPS was redesigned. ЕКПС ЕК 001-2014 was brought into conformity with the international product classifier ACodP-2, which has already gone beyond the framework of the NATO cataloging system [9] . But at the same time, classes taking into account the specifics of Russian terminology are set aside in the EKPS. Such classes are marked in the EKPS with a “*” (asterisk) [10] .

Additional Information

The codifier contains 82 groups, 711 classes and 12 government customers.

The ЕКПС codifier has two important differences from the classifier :

  1. within one group there is no clear classification criterion for the formation of the classes making up this group (for example, by color, shape, size, etc.);
  2. permissible, although not desirable, situations where one and the same supply item with equal or different degrees of accuracy can be assigned simultaneously to two or more classes of the CPSU.

The ambiguity in the classification of supplies according to the CPSU is explained not only by the shortcomings of the development of the document, but also historically borrowed from the ACodP-2 classifier by two valid, although different, principles for the classification of products :

  • "What is this item?";
  • "What does this item belong to?"

In case of ambiguity and if the groups or classes do not contain the corresponding explanations in the refinements, the first classification principle is priority. In connection with the indicated contradictions, for example, when carrying out work on cataloging products for federal state needs, the initial determination of the ЕКПС class is carried out by the direct developer (manufacturer, supplier) of products, but the decisive opinion is given to experts of the respective cataloging centers [11] . When carrying out work on standardization, the classification of the standard is carried out by the customer when planning its development. When licensing, the ЕКПС class is determined by the developer or customer of the product.

On the territory of the Russian Federation, as an official publication, only a paper or digital form of a document distributed by Rosstandart or organizations defined by its decision is acceptable. Moreover, in the form of unofficial publications, digital versions of the document [12] and mobile applications [13] were widely used.
