Biography
He was born on September 3, 1961 in the South Kazakhstan region.
In 1984 he graduated from the Karaganda Higher School of the USSR Ministry of Internal Affairs.
From 1984 to 1996 - Secretary of the Komsomol Committee, teacher, senior lecturer, associate professor, head of department of the Karaganda Higher School
In 1990 he graduated from the Adjuncture of the Moscow Higher School of the Ministry of Internal Affairs of the USSR.
From 1996 to 1997 - Senior Inspector for Special Assignments of the State Investigative Committee of the Republic of Kazakhstan.
From 1997 to 1999 - Deputy Head for Research at the Karaganda Higher School.
In 1999 he defended his doctoral dissertation "Theoretical problems of the classification of crimes under the criminal law of the Republic of Kazakhstan" (Institute of State and Law of the Russian Academy of Sciences, 1999)
In 1999-2000, he held the position of head of the Office of Educational Institutions of the National Security Committee of the Republic of Kazakhstan.
From 2000 to 2003 - Advisor to the Chairman of the Mazhilis of the Parliament of the Republic of Kazakhstan.
In 2003-2007 - Vice-Rector, First Vice-Rector, Vice-President of the Kazakh Humanitarian Law University.
