Election of the President of the Czech Republic (2018)

Presidential elections in the Czech Republic took place on January 12–13, 2018 (round 1) [1] and January 26–27, 2018 (round 2) [2] . President Milos Zeman is elected for a second term [3] .

Background

Former Prime Minister Miloš Zeman was elected president of the Czech Republic in 2013 , defeating Foreign Minister Karel Schwarzenberg in the first direct presidential election in the country. Until 2012, all presidential elections in the Czech Republic were indirect, and the president was elected parliament of the Czech Republic [4] .

Since 1993, there were two major parties in the country - the Czech Social Democratic Party and the Civic Democratic Party . This model changed in early 2014 with the growth of the new political party ANO 2011 , which led to the weakening of both major parties. The Economist Intelligence Unit ranked the Czech Republic as a “weak democracy” in 2016 . Since the system in the Czech Republic repeatedly produces very weak governments (a particular problem is that about 15% of the electorate supports the Communists, who are avoided by all other parties) constantly talk about changing it, but without any special chances of really promoting electoral reform.

According to surveys conducted in 2016, Zeman was the leader, and his chances for re-election were considered high, although it was assumed that Zeman’s candidacy would be determined by his health [5] [6] [7] . Zeman announced his candidacy on March 9, 2017 [8] [9] [10] [11] . There have been suggestions that both the Social Democrats (ČSSD) and ANO 2011 may support Zeman [12] , but none of the parties did this in the end. Some commentators have suggested that Zeman will win in the 1st round [13] [14] .

On August 23, 2017, [15] the Speaker of the Senate announced that the first round will take place on January 12 and 13, 2018, and the second round will take place on January 26 and 27, 2018, if required. [16] . The deadline for the nomination of candidates was scheduled for November 7, 2017 [17] .

Results

First Round

Turnout in the first round was 61.92% of voters. Miloš Zeman took the first place with 38.56%, and Jiří Dragos took the second place with 26.60%. The remaining 7 candidates for the presidency of the Czech Republic received from 0.47% to 10.23% of the vote. The second round of presidential elections was held on January 26 and 27, 2018 [2] .

Second Round

Turnout in the second round was 66.60% of voters. According to the final data, Milos Zeman won with 51.36% of the votes, and Jiri Dragos - 48.63% of the votes [18] .

International Reaction

  • PRC Chairman Xi Jinping congratulated Zeman and said he wanted to move the strategic partnership between the two countries to a higher level [19] .
  • European Commission President Jean-Claude Juncker congratulated Zeman and said he was looking forward to working with him. European Council President Donald Tusk also congratulated Zeman on his victory. [20]
  • Federal President Frank-Walter Steinmeier congratulated Zeman and noted the common history of the two countries [21] .
  • Israeli Prime Minister Benjamin Netanyahu personally congratulated Zeman [22] .
  • Russian President Vladimir Putin was one of the first to congratulate Zeman, saying that the elections confirmed Zeman’s authority. He expressed readiness for constructive cooperation in bilateral relations [23] .
  • Slovak Prime Minister Robert Fico was the first international politician to congratulate Zeman, calling him a smart and experienced politician and said that he was pleased with the result [24] . President Andrei Kiska congratulated Zeman and expressed hope that relations between the two countries would remain close. He also invited Zeman to visit Slovakia [25] .
