Biography

Born on December 20, 1935 in Tbilisi . Since 1944, the family lived in Kherson . There he graduated from the seven-year school in 1951, after which he worked in the Kherson radio broadcasting network and studied at the evening school for working youth.

In the Soviet Army since 1954. For three years he served in military service in the communications battalion in Feodosia , was a radio telegraph operator and deputy platoon commander. In 1957, Sergeant Ostrovsky entered the military school from the army. He graduated from the Ulyanovsk Higher Military Engineering School of Communications named after G. K. Ordzhonikidze ( 1960 ) and the Military Order of Lenin, Red Banner Academy of Communications ( 1970 ), specializing in military communications. From 1960 to 1968 he served in various positions in the communications units of the Carpathian and Kiev military districts. Since 1970 - the commander of a communications battalion in the North Caucasus Military District ( Volgograd ), who became the best in the district a year later, the division’s communications chief, deputy communications regiment commander, chief communications engineer in the Northern Group of Forces in Poland , and since 1978 - deputy chief troops of the Transcaucasian Military District . From 1984 to 1987, he was deputy head of the communications department of the USSR Civil Defense Headquarters; he participated in the aftermath of the Chernobyl disaster in 1986. During the Afghan war, he was sent to Afghanistan as an adviser on the organization of communication centers; he was there from 1987 to 1989. Since 1990 - Deputy Chief of Communications of the Armed Forces. In 1993, he was transferred to the reserve with the rank of lieutenant general .

From 1993 to 1997 - Deputy Minister of Communications of Russia . In 1997 - 1999 - Deputy Chairman of the State Committee of the Russian Federation for Communications and Informatization (Goskomsvyaz of Russia). By Decree of the Government of the Russian Federation No. 706 on June 29, 1999 he was appointed Deputy Chairman of the State Committee of the Russian Federation for Telecommunications (Russian Telecom) [1] . Since January 13, 2000 - Deputy Minister of the Russian Federation for Communications and Informatization. At these posts he oversaw projects for the restoration of communication facilities and other communication equipment in the Chechen Republic [2] and (as president of the Association of Federal Business Service Network Operators Iskra ) the reorganization of telecommunication operators in the South of Russia, which were actually successfully completed by the summer of 2001 [3] . By order of the Prime Minister of the Russian Federation dated April 5, 2002 No. 440, Eduard Ostrovsky was relieved of his post as deputy minister due to his retirement [4] .

On August 12, 2002, by the Decree of the President of the Russian Federation of August 5, 2002, for the courage and heroism shown in the performance of official duties, Ostrovsky Eduard Georgievich was awarded the title of Hero of the Russian Federation . Eduard Ostrovsky became the second Russian communications worker to be awarded the Gold Star of the Hero of Russia . On October 9, the Kremlin hosted the solemn presentation of the Hero Star to a “ military pilot and signalman, ” as President Vladimir Putin noted in his speech. Eduard Ostrovsky for a long time led the restoration and establishment of communication systems in the Chechen Republic , thanks to which the most advanced communication technologies based on modern digital equipment operate in Chechnya , and he himself received the high rank of Hero [5] .

Since August 2002, he has been Deputy General Director of MegaFon OJSC for the Federal Confidential Cellular Subsystem in the GSM standard . During his tenure, Ostrovsky was able to create a fundamentally new system of closed cell communications of guaranteed durability, operating today throughout Russia .

Married, has a daughter and a son.
