A survey on the Golden Ball ( French Ballon d'or ) in 1983 was conducted for the twenty-eighth time. The voting results were published in the 1968 France Football issue on December 27, 1983. The jury consisted of 26 sports journalists from the following football associations included in the UEFA : Austria , England , Belgium , Bulgaria , Hungary , East Germany , Greece , Denmark , Ireland , Spain , Italy , Luxembourg , the Netherlands , Norway , Poland , Portugal , Romania , USSR , Turkey , Finland , France , Germany , Czechoslovakia , Switzerland , Sweden and Yugoslavia .
The winner of the vote was Michel Platini . He was ahead of Kenny Dalgliesh and Allan Simonsen in a poll.
Voting System
Each of the jury members selected five players, who in his opinion were the best players in Europe. The first place got 5 points, the second - four, the third - three, the fourth - two, and the fifth - one point. Thus, there were 390 points in the draw; the maximum player could get 130 points.
