He studied at the 43rd school of the city of Novosibirsk, which he graduated in 1994 with a gold medal. In school years he was engaged in judo (from grades 1 to 4), chess (from grades 4 to 10) - he had the first adult rank, was the champion of Novosibirsk in the team classification as part of the SC “Svetlyachok” among young men in the category under 14 years old, was engaged in biathlon ( from 5 to 8 class). After school, he entered the Novosibirsk State Medical Institute (now the Novosibirsk State Medical University ), which he graduated in 2000 with a degree in medical business. After received a specialization in sports doctor . He began his professional career at the fitness club as a personal trainer. In 2003-2009 he was the director of the Dynamo gym (Novosibirsk). On the basis of this gym, he opened the first specialized arm wrestling section in the city, where he practiced and coached the children. In 2003, he graduated with honors from the Faculty of Economics of NSU with a degree in Management , and received a first year MBA certificate. From 2009 to 2015 - General Director of the Pluto Trading House. 2015-2016 - worked as the head of the department of environmental supervision of the northern territorial direction of the Office of State Environmental Supervision of the Ministry of Ecology and Nature Management of the Moscow Region .

Since 1996, the first open arm wrestling competitions began in Novosibirsk, in which Rustam Kamchiev began to take part in the amateur level, and then decided to engage in professional arm wrestling. He assembled a group of like-minded people, with whom they began to deal with specialized benefits, made special simulators. A new impetus to the development of Rustam’s sports career was given to Kazakhstan champion Timur Usmanov’s move to Novosibirsk, where the latter acted as a mentor and coach to him. As a result, in 1998 he became the second in the Heavyweight Championship of the Siberian and Far East Arm Wrestling Championships and then - until 2005, he became the champion in arm wrestling of the Novosibirsk Region and the Siberian Federal District. In 2003, he entered the top five at the Russian Championship, thereby fulfilling the standard of the master of sports of Russia. In 2005, at the Russian Championship, he took second place in the fight with his right hand and joined the Russian national team for the European and World Championships. At the first international competition - the European Championship , held in Sofia ( Bulgaria ), Rustam defeated the titled Georgian athlete Erekli Gurchiani with a score of 2: 1 in the final. In 2010, Kamchiev was trained at the WAF referee seminar and received accreditation as a judge at the European Championships (Moscow, Russia) and the World Championships ( Las Vegas , USA ).

Kamchiev began his coaching career in 2003, and already in 2004 completed the qualifications of a top category coach. Among his pupils are world-class masters of sports, world championship medalists Taras Rudenko and Andrey Kaiser .

In 2011, together with his first mentor and friend Timur Usmanov, who founded the interregional public environmental organization “ There is no dirt here, ” he took up environmental activities. As a federal coordinator, he oversaw the implementation of projects in the Russian Federation. Among the most significant projects are an interactive service for monitoring the ecological status of the Ecocarta territory, eco-festivals, the introduction of a separate collection system for municipal solid waste among the population, and the development of the institute of public environmental inspectors. For many years, Kamchiev was the regional curator of the All-Russian environmental campaign "Green Russia".

On July 31, 2012, at the Seliger forum, at a meeting with President of the Russian Federation Vladimir Putin, on behalf of the environmental community, he initiated the year of ecology in Russia. After 10 days, the President issued a Decree declaring 2013 the Year of Environmental Protection .

In 2017, he joined the All-Russian Public Organization “All-Russian Society for the Protection of Nature” and was elected a member of the Presidium of the Council of the Moscow Regional Branch.
