Non-military training is an integral element of the state system of military training of the population conducted outside the ranks of its armed forces [1] [2] .
Non -military training systems appeared with the proliferation of mass armies and a reduction in the duration of military service; they currently exist in most countries of the planet [1] . As a rule, non-military training includes pre-conscription training , training of draftees in military-technical specialties , general educational and health-improving measures [1] .
In the Russian Federation, it covers military training of students of higher educational institutions under the programs of reserve officers, the preparation of citizens for military service, the conduct of military training of personnel who are in reserve [1] [2] . At the same time, military training in higher educational institutions can be carried out at military or naval departments, and voluntary training at military training schools, schools of the Russian defense sports and technical organization , military departments , etc. [1] .
