Creation
By the Decree of the Central Executive Committee (CEC) of the BSSR of March 21, 1921, the Statute on the Plenipotentiary Representative of the BSSR in the RSFSR was adopted. On March 24, 1921, the Plenipotentiary Representation of the BSSR under the Government of the RSFSR, established on the basis of the Treaty on Military and Economic Union, was opened in Moscow. The mission was obliged to protect the interests of the republic at all levels and in all central bodies. The purpose of the Representative Office was to coordinate the activities and summarize the practical work of the bodies and institutions of both republics.
The Plenipotentiary Representative Office was subordinate to the People's Commissariat of Foreign Affairs of the BSSR, was part of the diplomatic corps of the RSFSR and enjoyed diplomatic immunity and privileges, maintained official contacts with the NKID of the RSFSR and diplomatic missions of other countries accredited in Moscow. From August 22, 1921, A. G. Chervyakov will become the head of the NKID of the BSSR, who will exercise overall leadership of the Plenipotentiary Representative Office of the BSSR under the RSFSR government.

Main activities in 1921-1924
- upholding the financial interests of the BSSR;
- the repatriation of qualified specialists necessary for the restoration of the economy destroyed by the war for the construction of a new state; providing the BSSR with medicines and equipment;
- the return of cultural and religious treasures exported from the territories of Belarus during the First World War and the Civil War; upholding the territorial interests of the BSSR (the return of territories that were alienated from Belarus in 1919);
- the work of organizing the work of the Embassy itself (solving problems that the Embassy has in its work and various problems that its employees have) [2] .
