Irkutsk Regional Committee of the CPSU

The Irkutsk Regional Committee of the CPSU is the governing body of the structures of the Communist Party of the RSFSR (until October 1952 - the CPSU (b) , until December 1990 - the CPSU ) in the Irkutsk Region . It existed in 1937 - 1962 . and in 1964 - 1991

History

It was created in October 1937 in connection with the liquidation of the East Siberian Regional Party Committee , which operated from February to September 1937, as well as in connection with the creation of the Irkutsk Region . From 1937 to 1950 , the posts of the 1st secretary of the regional committee of the CPSU (b) and the 1st secretary of the Irkutsk city committee of the CPSU (b) were combined (the main work in the Irkutsk city committee was carried out by the 2nd secretaries of the city committee of the CPSU (b) , and after 1950 the posts of the 1st secretary of the regional committee and the 1st secretary of the city ​​committee were divided and were no longer combined.

Since December 1990, it was renamed the Irkutsk Regional Committee of the Communist Party of the RSFSR as part of the CPSU , in August 1991 it was liquidated on the basis of the Decree of the President of the RSFSR "On the suspension of the activities of the Communist Party of the RSFSR."

Structure and Formation

The composition of the regional committee, which included several tens to hundreds of people, was elected at regional party conferences held every few years. At general meetings - plenums of the regional committee, held several times a year, the bureau of the regional committee (up to ten people - the main leaders of the regional committee) and the secretaries of the regional committee, including the first and second, were elected, and also approved the heads of departments of the regional committee.

The regional committee led the activities of party organizations aimed at organizational and ideological support of plans for national economic and cultural construction in the region. In the regional party committee functioned departments for party organization, ideological work and the leading sectors of the economy.

In the context of improving the functions of party bodies, since 1989, the departments of the regional committee apparatus have been operating: organizational and party work, ideological, socio-economic, analysis and forecasting, a control commission, and case management. Such a structure of the regional committee remained until its liquidation in 1991.
