Biography
Valentin Afanasevich Kiselev was born in Moscow in a family of hereditary educators. After graduating from school, he received education in the field of aircraft engineering and began his career in the design bureau of S.V. Ilyushin. Then he worked in the OKB A.N. Tupolev. He participated in the design of aircraft Il62, Il38, Tu134, Tu154, Tu22M and others. He taught at the Moscow Aviation Institute at the Department of Designing Aircraft (associate professor, later - professor). For the textbook “Designing Aircraft” (1983, 3rd edition) as part of a team of authors led by S. M. M., corresponding member of the USSR Academy of Sciences. Eger, was awarded the USSR State Prize. Gained worldwide fame for the study of flapping flight and the design of winged-wing aircraft.
Flapping Research
From the end of the 70s of the XX century to the present, Valentin Afanasevich Kiselev has been working on the study of flapping flight and the design of winged-wing aircraft (ornithopter, flywheel) of various sizes and purposes. This activity brought him worldwide fame and popularity. For the first time in the world, a flapping flight was carried out and shown to the press in 1981, as reported in the newspapers Komsomolskaya Pravda, Trud, Moskovsky Komsomolets dated November 6, 1981. At the invitation of the RAS (Royal Society of Aeronautics) and a number of English museums, Kiselev V.A. made reports on flapping flight in England. In addition to demonstrating the flapping flight of radio-controlled models, the laboratory of V.A. Kiseleva achieved significant scientific and technical results: a large number of experimental stands were built, a mathematical model of flapping flight was developed, which made it possible to create methods for calculating the aerodynamic characteristics of machetes. Under the leadership of Kiselev in 1992. a working draft of a manned experimental winged-wing vehicle with a take-off weight of 450 kg was completed, as well as projects of a vertically-taking-off business jet for 10 people and a light attack aircraft. The foundations for the creation of a new type of aviation have been laid. However, due to the reduction in funding for basic scientific research in the post-Soviet period, the projects were not fully implemented. For many years, the author was in the process of seeking funding for the construction of a manned flywheel, but the financial support of private investors was only enough to create a number of winged-wing aircraft models that successfully demonstrated the possibility of flapping flight. Based on one of these models, which was used by the investor and colleagues L.A. Kiseleva as a model, the Rarok makholet was created.
The Hollow Moon Hypothesis
Another area of interest of V.A. Kiselev is related to the Moon. In his article, he writes: “I am not an astronomer, but as a mechanical engineer I was interested in the question: why is the Moon all the time directed to the Earth on the same side, as if attached to it? It is also very important that the Moon, being directed on one side to the Earth, nevertheless oscillates around its middle position, that is, there are forces that deflect the Moon and return it to the equilibrium position (these oscillations of the Moon are called librations). And that means there must be a force orienting the Moon to the Earth accordingly. Such a force is found if we imagine that the Moon, like a nut, consists of a shell-shell and a core inside it, separated by a gap. Due to the mismatch of their centers of mass, they move around the Earth along different trajectories, and therefore collide. The strength of their interaction is the missing force, orienting the Moon to the Earth on one side. When the moon rotates, the core will inevitably roll over the shell. Due to the fact that their surfaces are not smooth, but have mountainous elevations and depressions, such rolling requires energy. After the perturbing force disappears, the kernel and shell can return to their original position, corresponding to the minimum potential energy. Obviously, such a picture also takes place during the librations of the moon. It is interesting to note that the Moon is not the only satellite turned to its planet on one side. 4 out of 12 moons of Jupiter (Io, Europe, Ganymede, Calisto) are also unilaterally directed to their planet and, probably, have a nut-like structure like the Moon. ” It is noted that, as established by geochemists, at first the moon was hot, molten. When cooling, the outer crust retained gases from boiling bowels, which led to the formation of a gap and the separation of the hard shell-shell from the hardening core, which touched from the Earth. In the contact zone, local spills probably occurred with the molten mass reaching the surface of the moon, spreading over it and forming the so-called “seas”, often rising above the average level of the surface of the moon. It becomes clear why the seas are located on the visible side of the moon and they are practically absent on the invisible. Other mysteries of the moon are also explainable. The reason for the displacement of the center of mass of the moon towards the Earth is clear, and the pear-shaped figure of the moon itself is the result of the pressure of the nucleus on the inner surface of the shell. The origin of masons is also explained - the places of concentration of dense matter located under the centers of some seas of the visible side of the Moon, and many of its other features.
Official science ignores the views of V.A. Kiseleva or retells them without reference to the author. A number of popular publications have published a statement of the hypothesis. The described structure of the moon allows you to create a favorable living environment, comparable in size to Russia. It attracts natural protection from meteorites, cosmic radiation, the ability to illuminate and heat the moon's space with the energy of the Sun, using reflectors and light guides that deliver sunlight and heat inside the moon. The large reserves of water discovered in 1998 in the form of ice on the lunar surface also attract.
Hurricane Prevention Research

Destructive hurricanes with gust speeds of up to 200 km / h are preceded by very slow processes. To gain strength, a hurricane takes about two days.
