Biography

The son of Prince Sergei Aleksandrovich Obolensky (1819–1882), Stallmeister, who took the name of Obolensky-Neledinsky-Meletsky in 1870, and his wife Natalya Vladimirovna Mezentseva (1820–1895). He had no real estate.

After graduating from the law faculty of Moscow University with a degree of candidate , in 1870 he entered the service of the Ministry of Foreign Affairs as an over-staff official at the Department of Internal Relations. In the same year he was appointed translator of grade VIII in this department. In 1872 he was appointed third secretary, in 1873 - second secretary and, finally, in 1877 - first secretary in the office of the Ministry of Foreign Affairs. In 1882 he was appointed vice-director of the office and manager of lithography of the ministry. On April 26, 1886, he was appointed director of the office of the Ministry of Foreign Affairs, and in 1897, he was appointed senior adviser to the ministry with the right to be present in the highest state institutions as Comrade Minister for Foreign Affairs. In 1900 he was appointed Deputy Foreign Minister Count V.N. Lamsdorf , repeatedly managed the ministry in the absence of the Minister. In 1905, he was one of the candidates for the post of head of the Russian delegation at the peace talks with Japan in Portsmouth , but refused to go.

From 1876 he was in the court rank of the chamber junker , from 1880 - in the rank of chamberlain , from 1889 - in the position of stalmeister , and on May 14, 1896, was granted to the stallmeister of the Highest Court.

April 23, 1906 was appointed a member of the State Council , and April 25 is determined to be present in it. He was in the center group. May 28, 1906 appointed to consist in the Office of Foreign Affairs with the remaining member of the State Council.

He died single on March 29 ( April 11 ), 1907 . He was buried together with his parents and brother Vladimir Sergeevich (1847-1891) at the cemetery of the Sergius desert .
