The military mission ( 特務 機関, と く む き か ん , "Special Institute") is a special organization in the Imperial Army of Japan , which was engaged in intelligence activities, counter-espionage, and pacification of the population in the occupied territories or in the war zone. It was created in 1904 by the scout Akashi Motojiro during the Russo-Japanese war to carry out subversive activities on the enemy territory of Russia - supporting separatist and revolutionary movements. In 1919 , it was restored during the Siberian campaign of the Japanese army. Led by Major General Takayanagi Yasutaro . Departments worked in Omsk and Khabarovsk . After the withdrawal of Japanese troops from Russia, transferred to Japan. She was engaged in the collection and analysis of political and military information about the USSR , and also coordinated the anti-communist struggle in Manchuria . In 1940 , transferred to Harbin in the Manchu state , where it was turned into a separate structure of the Kwantung Army . It consisted of 11 departments. Additionally, she conducted subversive work in India and Indonesia , contributing to the anticolonial struggle of the local population. In August 1945 , transformed into the Special Police. Eliminated at the end of World War II .
