Armenian-Gregorian religion. Hereditary honorary citizen . The son of the Astrakhan merchant of the 1st guild Ivan Egorovich Frangulov (1828-1904) and his wife Ekaterina Ivanovna Arzumanova (1832-1874). Landowner (991 tithing ), landlord.

He was educated at the Moscow Petropavlovsk German School , after which he began his service in urban public self-government. He was an honorary caretaker of the city school. For many years he was elected the vowel of the Astrakhan City Council and a member of the city government. In addition, over the years, he was the vowel of the Astrakhan district zemstvo assembly , the director of the provincial prison committee, the assistant director of the Astrakhan Nikolaev orphanage and the honorary guardian of the 3rd Astrakhan city male parish school.

In 1912 he was elected a member of the State Duma from the congress of landowners of the Astrakhan province. He was part of the progressive fraction and the Progressive block . He was a member of the commissions: budget, on city affairs, on resettlement, on the working matter, on the execution of the state list of income and expenses, in the direction of legislative assumptions.

During the February Revolution was absent in Petrograd due to illness. After the October Revolution, he remained in Astrakhan, was arrested several times, but then released. He died in 1928.

Family

He was married to the daughter of an industrialist Felitsate Ivanovna Bashkina (1862-1952). Their kids:

  • Mikhail (1894-1918), graduated from the Astrakhan Real School and the Law Faculty of Moscow University. Member of the White movement, died in the battle of Repair.
  • George (1896-1971), graduated from the Astrakhan real school and the law faculty of Moscow University. By mobilization he served in the Red Army . After the Civil War, he worked as a legal adviser, then as a lawyer in Moscow.
  • Stepan (1897-1971), graduated from the Mikhailovsky Artillery School (1917), served in the Red Army. He studied at Astrakhan University. After the war, he worked as a commodity specialist at the Ministry of Trade in Baku. His daughter Catherine (born 1930) is a professor at the Astrakhan Conservatory, the compiler of the family chronicle “Faces of Elapsed Time ...”.
  • Catherine (1898-1922), graduated from high school, was preparing for admission to higher female courses.
