Biography
In 1979 he graduated from the Novosibirsk Higher Military-Political School. 60th anniversary of the Great October Revolution . In 1994 he was elected deputy of the Khabarovsk regional council of the first convocation, in 1994-2001 - chairman of the Khabarovsk regional council. Since January 1996 - Member of the Federation Council. Since 2001 - Representative in the Council of Federation of the Federal Assembly of the Russian Federation from the Legislative Council of the Khabarovsk Territory. Chairman of the Committee of the Federation Council of Russia on Security and Defense in 2001-2017.
