Early parliamentary elections took place on January 22, 2003 and brought the victory of the ruling party to the Christian Democratic appeal.

Elections were held after the resignation of the first Balkenende cabinet on October 16, 2002, after conflicts related to the Pim Fortuin List party.
The main struggle unfolded between the ruling party, the Christian Democratic Appeal and the opposition Labor Party .
The Labor Party increased its representation in the second chamber of parliament after losing in the last parliamentary elections in 2002, but failed to gain the most votes. The Pim Fortaine list, with the absence of a leader killed on the eve of the 2002 elections, significantly lost its popularity and reduced its representation from 26 to 8.

After the elections, coalition negotiations began between the Labor Party and the Christian Democratic Appeal, which ended in vain. After the new negotiations, a coalition was created within the parties of the Christian Democratic Appeal , the People’s Party for Freedom and Democracy and the Party of Democrats 66 , which on May 27, 2003 formed the second cabinet of Balkenende.
