Biography
Born December 5, 1947 [15] in the Greek family.
In 1970, he graduated with a bachelor 's degree in humanities in political science and philosophy . As a student, he studied under the Program (AROTC) [16] .
As a young man, he worked in the US House of Representatives , the US Senate, and the District of Columbia criminal court system.
In 1979, he received a doctorate in law (JD) from the Potomac Law School .
In 1980, he became an operations manager at Communications Technology Management. He later served as senior clerk , director of software development and COO (1984-1986).
In 1984, he established the Dallas Fort Worth Teleport company to manufacture teleporters ( ground stations of a satellite communications system). Until 1999, he served as president and CEO of the company when it was acquired by a competitor [3] .
Popps was one of the original developers of the channel , to which his company provided satellite communications services. His company also provided a satellite data link between the ABC television network and the . [16]
During the ongoing Iraq war, he took over as head of industrial conversion at the (CPA), focusing on the privatization process in Iraq , which previously had a planned economy . In this position, Popps was responsible for the restructuring of 52 Iraqi military-industrial enterprises, under the former state-owned regime, into the Ministry of Science and Technology. He was later deputy senior adviser to the CPA, facilitating the conversion of Al-Tuwait’s nuclear facility and assisting in finding a new job for scientists who had previously designed and built Iraq’s weapons of mass destruction (see also Iraq’s nuclear program ).
In June 2004, he became a member of the CPA Transition Planning Group in Iraq, participating in the transfer of power . In the same year, he took up the post of First Deputy Assistant Secretary of the US Army for Procurement, Logistics and Technology. He also served as the head of the Army’s reconstruction and program management plan , overseeing the executive agency of (IRRF) [3] .
In 2004-2010, he was a political appointee in the US Army Department .

A member of the Greek Orthodox Archdiocese of America [19] , as well as a founding member of the Greek Orthodox American Leaders (GOAL) group / organization [20] , who sought to remove the Spiridon from his post in the 1990s [21] . Popps, being one of the most active and harsh critics of Spiridon [22] [23] , believed that the Turkish government put pressure on the Patriarch of Constantinople Bartholomew I to appoint the head of the American Archbishopric of Spiridon, knowing that the latter could divide and neutralize the church as a lobby in Washington [24] . The result of intra-church conflicts was a vote, as a result of which on August 19, 1999, Spiridon was forced to resign.
Aunt Dean Popps, Helen Vulgaris-Vance (1920–2016), worked as a teacher in Milwaukee ( Wisconsin ). In 1944-1947, she was the first director of the ( , New York ) of the Greek Orthodox Archbishopric of America, founded by the Archbishop of America Athenago, the primary boarding school . She was an active member of the Greek community of the United States [25] .
