Biography
In military service since 1857 . In 1869, the retired headquarters captain , mediator of the Driessensk district world convention of the Vitebsk province [2] .
In 1878, Borisov district leader of the nobility of the Minsk province with the rank of collegiate adviser [3] . In 1883, he was promoted to full state councilor .
In 1897, the honorary magistrate of the Perm province [4] . In 1898, he was chairman of the Perm District Congress of Zemstvo Chiefs, chairman of the Perm Committee of Guardianship of People's Sobriety, a full member of the Perm Provincial Statistical Committee, as well as a member of the Board of Trustees of the Mariinsky Gymnasium and Perm Administration of the Russian Red Cross Society [5] .
From 1898 to 1900, the chairman of the regional government and the Akmola vice-governor .
