Biography
Born in 1867 . In 1893, after graduating from the Law Faculty of Moscow University, he was a teacher of Andrei and Mikhail Lvovich Tolstoy and an assistant to S.A. Tolstoy for the publication of the works of Leo Tolstoy . Was at this time influenced by the views of Tolstoy. In 1895 he left for his mother in Elatma of the Tambov province , where for some time he was engaged in craft work and gardening. [one]
In 1908, P. P. Candidov was an indispensable member of the Tambov provincial zemstvo and city affairs presence in the rank of college assessor [2]
From 1910 to 1915, the chairman of the regional board and the Akmola vice-governor . In 1911, he temporarily served as governor of the Akmola region [3] .
From 1915 to 1917 he was the chairman of the provincial board and the Vyatka vice-governor .
