In 1939, the import of dogs from other countries was interrupted. To help the police in combating crime, dog training brigades are organized, and propaganda teams were created to promote service dog breeding, in which pioneers with trained dogs were involved. They performed in pioneer homes, schools and parks, instilled in people a good attitude towards animals. Soon, a circle of dog breeders was founded at the Palace of Pioneers, in which members of the KCC held classes.
