He was born in a family estate in the village of Gudimovka in the Lebedinsky district of the Kharkov province in a Russian Orthodox noble landlord family. He graduated from the Petrovsky Poltava Cadet Corps . In 1853 he was enrolled in the Belozersky Infantry Regiment . In 1854, a jaeger regiment was transferred to the Life Guard . In 1859 he graduated from the Nikolaev Academy of the General Staff , after which in the same year he was reckoned with the General Staff. In 1861 he retired with the rank of captain. He settled on his estate, where he led a model farm. Kucherov landowner in the Kharkov province, his ancestral estate Gudimovka had 280 acres, by 1906 he had acquired another 1968 acres; was the owner of a distillery. Single. Yakov Vladimirovich Kucherov was a participant in local and Kharkov All-Russian exhibitions. Since the liberation of the peasants , from 1861 to 1881 he was the world mediator of the first draft in Lebedinsky district. Since 1863, Kucherov was a district police officer. After the introduction of the charter , since 1873, for 6 three-year terms, he was the magistrate of the Lebedinsky district. Since 1870, Yakov Vladimirovich - an indispensable member of the Congress of Justices of the Peace of the Lebedinsky District. Since 1867 he was the director of the Lebedinsky guardianship department of the prisons. Since 1877, he, for 6 three-year terms, was a member of the county school council. In 1895-1907 he was chairman of the Lebedinsky district zemstvo council. Since 1885, for 3 three years, he was an honorary justice of the peace. Since 1891, Kucherov is the county leader of the nobility. He was authorized by the Kharkov nobility at the congresses of the United Nobility. March 18, 1906 was elected a member of the State Council of the Russian Empire from the Kharkov Provincial Zemstvo Assembly. He was a member of the Right Center group. On June 4, 1909, Kucherov was re-elected to the Council of State. In 1909, he was a member of the special commission on the bill "On the abolition of political and civil restrictions related to deprivation or voluntary removal of dignity." He died in St. Petersburg, was buried in the village of Gudimovka.
