Biography
Born in Odessa . From 1907 to 1909 V.A. Kolobov was the Kursk vice-governor . From 1913 to 1916, V.A. Kolobov served as governor of the Yekaterinoslav province . From 1916 to March 4, 1917 V.A. Kolobov was the last governor of the Akmola region .
December 19, 1919 elected mayor of Odessa [1] In the Armed Forces of the South of Russia . Evacuated in December 1919 - March 1920 from Odessa to Thessaloniki on the ship "Rio Pardo". On May 1920 in Yugoslavia . He died on September 11, 1928 in Pancevo (Yugoslavia) [2] .
