Biography
Born February 26, 1961 in Leningrad.
In 1983 he graduated with honors from the Department of Finance and Credit of the Leningrad Financial and Economic Institute named after Voznesensky (now St. Petersburg State University of Economics ), in 1987 he graduated from the graduate school of the Moscow Financial Institute in the department of International Monetary and Financial Relations. In 1987-1993 he was engaged in teaching, worked as an assistant in the Department of Money and Credit, an assistant professor of the Department of International Economic Relations, St. Petersburg State University of Economics. In 1991-1993, in parallel with teaching, he headed the Russian office of the French audit and consulting company Secafi Alpha SA ( Paris , France ).
In 1993-1998, Vladimir Stolyarenko was the manager of the St. Petersburg branch of Imperial Bank, senior vice president. In 1998-2012, he was President and Chairman of the Board of Eurofinance Bank (since 2006, Eurofinance Mosnarbank ).
- 1998 - the bank was removed from the pre-bankruptcy state caused by the economic crisis and restructured.
- 1999 - becomes the bank financing the mutual settlements of the largest oil and gas companies with RAO UES of Russia and fiscal authorities (in accordance with the order of the Government of Russia ).
- 2000 - becomes the winner of the contest of the Agency for the Restructuring of Credit Organizations (ARCO) for the right to carry out work as part of the restructuring of credit organizations in the nomination "Agents for working with non-standard assets"; participates in the consolidation of shares of JSC “Oil House” in the interests of RAO “UES of Russia”, conducts due diligence , ensures the conclusion and execution of a transaction for the acquisition of 75% of the shares of the JSC and its main payables (as estimated by the Vedomosti newspaper [3] , the transaction was concluded in TOP-3 transactions in the capital's real estate market).
- 2001 - receives the title “The most profitable bank among the hundred largest banking institutions in Central and Eastern Europe” according to the methodology of the international rating agency Standart & Poor’s .
- 2003 - acts as a co-organizer of a ten-year bonded loan of Gazprom for $ 1.75 billion, which was the largest attraction of unsecured financing in the history of emerging market companies and received an award from IFR magazine “Emerging market and EEMEA bond of the year” ; completes the merger of Mosnarbank CB with AKB Eurofinance, which is included in the TOP-10 rating of RBC's “Largest Transactions, Mergers and Acquisitions with the Participation of Russian Companies”, being the first market merger in the Russian banking sector after 1917.
- 2004-2005 - becomes the largest source of loan financing for the emerging Russian oil company RussNeft (the total amount of financing provided exceeds $ 1 billion ); RussNeft itself is becoming a large company with almost 400 million tons of proven oil reserves and providing 15.6 million tons of production.
- 2005 - included in the TOP-1000 of the largest banks in the world according to the British magazine The Banke r.
- 2007 - the financial magazine EUROMONEY recognizes Eurofinance Mosnarbank a leader in corporate governance among banks in Central and Eastern Europe.
- 2008 - the bank was the first in Russia to begin issuing cards of the Chinese UnionPay payment system.
- 2009 - EUROMONEY recognizes the bank as the best in risk management in Russia.
- 2013 - a long conflict was settled with the Moscow Government , accompanied by a series of lawsuits that were conducted by the bank's subsidiaries over the rights to develop the territory of the former Rossiya Hotel in Zaryadye and a number of other investment projects. The relevant contracts providing for the use of the investment mechanism of the Department of Investment Programs of the Government of Moscow were concluded in 2004, but subsequently the Department ceased to fulfill its obligations. The litigation ended with a settlement and a large payment to the plaintiffs by the Moscow Government.
In 2012, Stolyarenko resigned as president and chairman of the board of Eurofinance Mosnarbank in connection with a change in the composition of the bank’s shareholders and focused on the implementation of investment projects and scientific activities.
