On March 10, 1720, Peter I signed the legislative act - “General Regulations ...”, which laid the foundation for archiving in Russia and laid the foundations for its centralization. This act prescribed the introduction of archives in all state authorities with the introduction of the post of actuary (now the post of archivist ). Until 1918, the archives were located at various institutions of state authorities. Every year on March 10, Russia celebrates a professional holiday for archival workers.

Provincial Scientific Archival Commission
At the end of the 19th century, according to the plan of N.V. Kalachov , regional organizations were created - Provincial Academic Archival Commissions , which provided great opportunities for the activities of scientific, historical and local history societies. One of the first four “Commissions ...” in 1884, on June 11, the Oryol Scientific Archival Commission (OUAC) was formed, which became the founder of the state archive of the Oryol region. The commission studied archives of local government agencies. A special merit was the publication of the Proceedings of the Oryol Scientific Archival Commission in the amount of 37 issues, in which articles on local history, as well as texts of archival documents on the history of the Oryol region, were published, its activities contributed to the creation of the Oryol Provincial Museum . OUAK was closed in 1918 [2] .
History
The reorganization and centralization of archiving was carried out after the October Revolution . All documents of archival institutions were declared state property. A number of documents on the organization of archiving were adopted: a decree of the SNK of the RSFSR of June 1, 1918 "On the reorganization and centralization of archival affairs in the RSFSR" and "Regulation on Provincial Archival Funds", adopted on March 31, 1919. On February 20, 1920, the Oryol Provincial Archive Department was established (from January 30, 1922 - the Oryol Provincial Archive Bureau) as part of the Main Archive Department (Glavarkhiv; from January 30, 1922 - the Central Archive). The Provincial Bureau has provided two buildings for archival documents: the former building of the postal and telegraph office and the Peter and Paul Cathedral (now in this place is the public library named after I. A. Bunin ). After a number of changes related to administrative territorial and structural transformations within the Center for Archives, in 1941 a single Oryol Regional State Archive was formed, which stored more than 500 thousand cases in two church buildings: Preobrazhenskaya (destroyed in 1965) and Troitsky cemetery (on Leskova St.).
In 1941, before the Nazi invaders occupied the region, the most valuable archive documents were evacuated to the cities of Volsk , Yelets , and Uralsk . During the occupation, more than 10 thousand cases were destroyed, the Germans took some documents and books to Germany. In 1944, the building of the Baptismal Church (Karachevskaya St.) was transferred to the archival department in the Oryol Region, the documents of the regional state archive and the regional party archive were returned to the Orel. On November 12, 1958, by decision of the regional executive committee, the regional state archive was transferred from the Transfiguration Church to Mikhailo-Arkhangelskaya (Mikhailo-Arkhangelsky Lane). In 1964, a special building of the Regional State Archive Day was built on Leskov Street, where it is still located.
On November 3, 2006, in accordance with the order of the Board of the Government of the Oryol Region No. 265-r, the regional state institution “State Archive of the Oryol Region” (OSU GAOO) was created, with the right of a legal entity. The founder of OSU GAOO is the Office of the Governor and the Board of the Oryol Region. In accordance with the order of the Government of the Oryol Region No. 179-r dated April 28, 2011, the budgetary institution of the Oryol region, the State Archive of the Oryol Region (BUOO GAOO), was established by changing the type of the existing regional state institution [3] [4] [ 5] [6] [7] .
