Gosplan USSR

The State Planning Committee of the Ukrainian SSR is the republican government body in the USSR that carried out economic and social development planning for the Ukrainian SSR and monitored the implementation of the national economic plan. In his activity he was subordinate to the State Planning Committee of the USSR , as well as to the governing bodies of the Ukrainian SSR.

The committee was established on September 28, 1921 as the Ukrainian National Planning Commission, which was subordinated to the Ukrainian Economic Council . Later he was subordinated to the Council of People's Commissars (since 1946 - the Council of Ministers) of the Ukrainian SSR and the State Planning Committee of the USSR. The basis of the organization and activities of the committee declared the principles of democratic centralism .

The structure of the apparatus of the State Planning Committee of the Ukrainian SSR varied in accordance with the tasks of state planning. The governing bodies invariably consisted of the chairman of the commission, which was intended by the All-Ukrainian CEC (since 1937, the Supreme Council of the Ukrainian SSR ), the vice-presidents and members of the State Planning Committee for the appointment of the SNK-SM USSR. For the operational management of the activities of the Commission SNK-CM, the Ukrainian SSR approved a panel consisting of the chairman (chairman of the panel), deputy chairmen, as well as executives - members of the State Planning Commission. The apparatus was formed from industry departments, consolidated departments and departments of material balances; with time, the Main Computing Center, the state expert commission, the scientific research institute, the Council for the Study of the Industrial Forces of the Ukrainian SSR of the Ukrainian Academy of Sciences were formed as part of the State Planning Committee. Since 1960, the State Planning Committee of the Ukrainian Soviet Socialist Republic has published the journal Economics of Ukraine.

If at the beginning of the 1920s, the State Planning Committee of the Ukrainian SSR was engaged only in drafting current plans for the development of the local economy and individual sectors of the national economy of the republic, then in the late 1920s he began integrated long-term planning within the national economy of the republic, which was subordinated to the All-Union and Republican ministries and departments. On farms managed by all-Union and economic organs, the State Planning Committee of the Ukrainian SSR made only proposals for their development. The basis for the republican planning was drafts of plans of enterprises, organizations, associations, executive committees of regional (city) councils of deputies of workers, ministries and departments of the Ukrainian SSR, planning commissions of economic regions. The method of planned calculations was determined by the State Planning Committee of the USSR .
