Biography
In 1882 he graduated from the Physics and Mathematics Faculty of the Imperial Kharkov University .
In 1887, he was elected a justice of the peace in Starooskolsky district. From September 1, 1890 he was appointed Zemstvo head of the Starooskolsky district. December 21, 1892 he was appointed a member of the Kursk Provincial Zemsky Board. October 14, 1893 he was appointed a member of the Kursk Provincial Presence.
June 5, 1894 promoted to collegiate assessors , August 7, 1899 to court counselors .
From 1902 he was appointed senior special assignment officer, acting clerk of the 2nd office work of the Office and the Office of the Governor at the Kiev, Podolsk and Volynsk Governor-General . September 6, 1902 promoted to college councilors , December 6, 1905 promoted to State Counselors , from 1909 to full State Counselors
From 1910 to 1915 he was the Governor of the Akmola region .
