Biography
Member of the Romanian Communist Party since 1936. Bucharest Communist Student Organization Leader until 1940.
In 1940 he graduated from the Faculty of Economics and Law of the University of Bucharest . As a student, he published his articles in various Romanian publications. As a journalist , he was primarily interested in international relations.
In 1944 he worked at the Institute of Statistics.
In the years 1948-1955. - Deputy Minister of National Defense with the rank of lieutenant colonel . Head of the Central House of the Romanian Army (1952). In 1959 - Head of the Higher Political Division of the Army, Major General .
From 1955 to 1960 was deputy chairman of the State Planning Committee of Romania (Gosplan).
In 1960, he was appointed director of the political department of the Ministry of Foreign Affairs.
From March 1961 to October 1972 he served as Minister of Foreign Affairs of the Socialist Republic of Romania. At the same time, from October 1960 to May 1961, he was the Ambassador of Romania to Hungary.
Permanent Representative of Romania to the UN. September 19, 1967 was elected president of the XXII session of the UN General Assembly , this was the first time that a representative of a socialist country was elected to this post.
At the IX Congress of the RCP in 1965, he was elected to the Central Committee of the party.
He was vice president of the United Socialist Front, president of the Romanian group of the Inter-Parliamentary Union. In 1977-1982 - the ambassador of Romania in France.
In 1989, he became the leader of the reformist movement as part of the Communist Party of Romania. In March 1989, together with five other left-wing dissidents ( Gheorghe Apostol , Alexandre Barladyan , Grigor Rechan, Konstantin Parvulescu and Silviu Brukan ) published an open letter, also known as the “ Letter of Six ”. This document criticized Ceausescu’s policies and was distributed by Radio Free Europe and Voice of America . The signatories were arrested by the Securitate secret service and subsequently sent into exile.
Released after the Romanian Revolution of 1989 .
