Fan Binxing is the head of the Technical Group for Emergency Response in the National Computer Network of the Internet under the Ministry of Industry and Informatization of the People's Republic of China , one of the functions of which is "guaranteeing the security of the public Internet and important information systems of the country." The early years
Fan was born on July 17, 1960, in Harbin City, Heilongjiang Province. In 1981, the young man received a bachelor 's degree at Harbin Polytechnic University .
