Russian Olympic Committee (full name - the All-Russian Union of Public Associations "Olympic Committee of Russia" , abbreviated as the Olympic Committee of Russia and the ROC , full name in English: Russian Olympic Committee , abbreviated name in English: ROC ) - an organization representing the country in international Olympic Movement, National Olympic Committee (NOC) of Russia. Without the recognition of the NOC by the International Olympic Committee, national teams are not allowed to participate in the Olympic Games .

History
The Russian Olympic Committee (ROC) was created on March 16 ( 29 ), 1911 by representatives of Russian sports societies at a meeting in St. Petersburg, in the premises of the Imperial Russian Society for the Salvation of Water (Sadovaya Street 50). On this day, the "Charter ..." was adopted and the members of the ROC were elected. The first chairman of the Russian Olympic Committee was V.I. Sreznevsky , who led it until 1918.
The creation of the Russian Olympic Committee took place a year before the V Olympic Games in Stockholm. The first three Olympics were held without the participation of Russia: in 1896 - in Athens , in 1900 - in Paris , in 1904 - in St. Louis ; and at the IV Olympic Games in London in 1908, of the 8 Russian participants, the first champions and prize-winners appeared: Nikolai Panin-Kolomenkin , Nikolai Orlov , Alexander Petrov . In 1908, the Russian Olympic Committee was able to send 178 athletes to the Olympics [3] .
By the decision of the Constituent Congress on December 1, 1989, the All-Russian Olympic Committee (EQA) was established as an independent public organization (the NOC of the USSR functioned in 1951-1992). On August 13, 1992, he was renamed the Russian Olympic Committee (ROC). The complete and final recognition of the ROC as the successor of the NOC of the USSR by the International Olympic Committee was received at the 101st session of the IOC in September 1992.
On December 5, 2017, the ROC’s membership in the IOC was suspended, and on February 28, 2018, it was restored again [4] .
General information
- The Russian Olympic Committee is an all-Russian union of public associations, citizens of the Russian Federation and Russian legal entities. OCD is an independent, voluntary, non-governmental, self-governing, non-profit association of sports and fitness and sports orientation, recognized by the International Olympic Committee (IOC). The ROC operates without a term limit and is guided in its activities by the Constitution of the Russian Federation , the Federal Law “On Public Associations” and other laws of the Russian Federation, the Olympic Charter and the Charter.
- The ROC is part of the Olympic movement, builds its work in accordance with the IOC Olympic Charter, obeys the decisions of the International Olympic Committee, represents the Russian Federation at the Olympic Games, as well as in all regional, continental and world sports competitions held by the IOC or under its auspices.

OCD Composition
- OCD carries out its activities on the basis of voluntariness, equal rights of its members, self-government and the rule of law. OCD is free to determine its internal structure, goals, forms and methods of its activities in accordance with applicable Russian law and the IOC Olympic Charter.
- The following may be members of the ROC: Russian legal entities - public associations and individuals - citizens of the Russian Federation.
- Members of the ROC - legal entities can be public associations, sports organizations that share care for the development of the Olympic movement, provide support to it, pay membership fees in the manner established by the ROC and recognize the ROC Charter.
- Members of the ROC - legal entities are:
- All-Russian public associations (federations, unions, associations) for sports included in the program of the Olympic Games;
- All-Russian public associations - associations of winter and summer sports included in the program of the Olympic Games;
- All-Russian public associations - associations, unions of federations in Olympic sports, united in the corresponding international sports federation;
- All-Russian public associations (federations, unions, associations) - members of international sports federations recognized by the IOC for sports not included in the program of the Olympic Games;
- Olympic academies;
- All-Russian public (public-state) physical education and sports associations (organizations), including departmental ones, promoting the development of the Olympic movement in Russia, promoting physical culture and sports;
- regional public associations created for the development, promotion and popularization of the Olympic movement.
- Citizens of the Russian Federation who contribute to the successful work of the OCD and make a personal contribution to the development of the Olympic movement in Russia can be members of the ROC - individuals.
- Members of the ROC should also be active athletes — Olympians and veterans — Olympians, whose status as members of the ROC ceases at the end of the three Olympiads from the moment they participate in the Olympic Games, unless other circumstances arise suggesting the extension of their status as members of the ROC.
- Members of the ROC - individuals are:
- IOC members are citizens of the Russian Federation;
- members of the OCD Executive Committee;
- representatives of the physical culture and sports community of the constituent entities of the Russian Federation, who trained athletes to participate in the last Olympic Games and Olympic Winter Games before the next Olympic meeting.
- Russian individuals and legal entities are admitted to the ROC by the Olympic Assembly.

- The Olympic Assembly is the highest governing body of the Russian Olympic Committee.
- Between the Olympic meetings, the activities of the ROC are led by the Executive Committee of the ROC, elected by the Olympic Assembly in an amount of not more than 27 members with voting rights. Regardless of the composition of the Executive Committee of the ROC, it must include: the president of the ROC, the three first vice-presidents of the ROC, the three vice-presidents of the ROC, the secretary general of the ROC, the IOC members are Russian citizens, representatives of sports federations (unions, associations) in Olympic sports, representative of the commission of athletes.
- The President of the ROC is the head of the Executive Committee of the ROC, carries out general management of the activities of the ROC.
