Biography
Born on September 19, 1941 in Alma-Ata [2] . At the age of 10, he was left without a father. Grandfather: Safa (died in 1918 or 1919). Father: Kamar Safin (1912-1951) [1] . Mother: Bayazitova Mariam Khakimzhanovna (1913-1987). In the family they had three children. Sister: Safina Lucy Kamarovna (b. 1935), brother: Safin Revo Kamarovich (b. 1937) and Safin Mels Kamarovich.
Since childhood, Mels loved to draw, was interested in architecture, construction, art and technology. He studied at secondary school number 25, which in 1958 he graduated with honors. Then in 1960 he entered and studied at the Moscow Architectural Institute, Moscow [3] . In the fourth year, for family reasons and for health reasons, he returned home to Alma-Ata. Later he transferred to the Alma-Ata Polytechnic Institute (now Satbayev University) [4] to the Faculty of Architecture, which in 1966 he graduated from among his first graduates. After graduation, he was sent to work in the GPI Almaatagiprogor (now the Almaty Design Institute Almatygiprogor-1 LLP), [5] where he worked until his advanced retirement age. He went all the way from an ordinary trainee to the team leader, chief project architect. In 1972 he became the author-developer of the famous cascading fountain "Week" on the street to them. K. Baiseitova [6] . The name of the fountain comes from the names (Monday, Tuesday, ...) of suspended metal arches with hanging openwork lanterns above the water cascades that enhance the greenery surrounding the fountain, create night illumination and a fabulous shady atmosphere, blow cool in hot summer evenings. People meet there according to the place near the arch of the current day of the week. From the moment of its creation to the present day, this fountain has been a "cult place" for rockers, dudes, hippies and other "informals". [7]
In the 70s, he developed and designed the famous fountains "Semirechye" ("Zhetysu") [6] on the street to them. Tulebaev and "Dandelion" in the park near the Academy of Arts. T.K. Zhurgenev. [8] The author put deep meaning into the plan of the Semirechye fountain, implying the process of flowing and flowing the seven rivers of his native Semirechye Territory (seven water flows through gutters into a common basin) into Lake Balkhash. Later, already under independent Kazakhstan, a monument to the famous Kazakh composer Mukan Tulebaev was erected in front of the fountain.
The Dandelion Fountain was a large metal ball on a round marble pedestal with brass tubes perpendicularly directed from the center of the ball with water sprayers at the ends. Water from the tubes visually covered the surface of the ball with a thin transparent water film, like the flying seeds of a dandelion. This interesting and unusual fountain was in the 2010s, unfortunately, dismantled.
He was also one of the authors and developers of development projects, the then advanced (80-90s), the elite Samal microdistrict in Almaty [9] , designed the Almaty Veterans House [10] and much more for his long creative work.
He was an artist who wrote many works in various directions. In the museum to them. A. Kasteev was successfully held his personal exhibition.
He died on November 21, 2017 in Almaty after a serious and prolonged illness. He was buried at the Kensai cemetery [11] .
