In the city of Stavropol, Kuybyshev region (now Togliatti ), after the construction of the Zhigulevskaya hydroelectric power station , the construction capacities of Kuybyshevgidrostroy were freed up, a sufficient amount of electricity appeared to accommodate new industries.

By Decree No. 1550 of the Council of Ministers of the USSR of August 24, 1955, the Ministry of Construction and Road Engineering of the USSR in 1956 began construction of a cement equipment plant in Stavropol, Kuibyshev Region. By order No. 14 of 02.02.1956, the Minister of Construction and Road Engineering was given the name Stavropol Cement Equipment Plant Strommashina. The VTsTM plant built the orders of Lenin Kuibyshevhydrostroy. [2]

April 20, 1959 the plant was commissioned by existing enterprises. The management of the plant under construction was subordinate to the Main Directorate of Glavstrommashin of the Ministry of Construction and Road Engineering. In June 1957, he was subordinated to the second administration of the Kuibyshev State Economic Council. [2]

On June 9, 1958, by Decree No. 59 of the Kuybyshevsky Council of the National Economy of the Kuybyshevsky Economic Region, the plant was given the new name "Stavropol Cement Equipment Plant Volgocemtyazhmash." [2]

In August 1964, the plant was renamed the Togliatti Cement Equipment Plant Volgocemtyazhmash of the General Engineering Directorate of the Middle Volga Economic Council. By Decree No. 379 of April 10, 1958, the USSR Council of Ministers entrusted the plant with the functions of a leading enterprise in the industry for the production of technological equipment for the manufacture of dry cement and the production of cement process equipment with 5x185 m furnaces. In November 1965, the plant was transferred to the Ministry of Construction, Suburban and Municipal Engineering. In January 1966, the plant was renamed the Volzhsky cement engineering plant (VZTSM) or Volgocemmash. [2]

In 1971, the plant was awarded the Order of the Red Banner of Labor for the early completion of tasks of the 8th five-year plan. [2]

In August 1975, the plant became subordinate to the All-Union Industrial Association of Cement Engineering Soyuzcemmash. [2]

In July 1981, the Volgocemmash production association was formed as part of the same ministry, which included the Volgocemmash plant, the casting and forging plant, the Kuybyshevsky Strommashina plant and the All-Union Scientific Research Institute of Cement Engineering (VNIItsemmash) - the last one that was engaged in the development of cement equipment. In 1985, by order of the Minister, the Kostroma Strommashina plant was removed from the Volgocemmash Production Association. In 1987, the casting and forging plant was transformed into the metallurgical production of Volgocemmash. [2]

In 1989, Volgocemmash was part of the Cement Concern with subordination to the State Association of the Building Materials Industry. [2]

Since 1994, the company has been privatized into a joint-stock company , which is incorporated into the Togliattiazot corporation through JSC Tolyattiimbank . [3]

The plant's products were delivered to countries such as Hungary , Finland , Turkey , Iran , India , Ethiopia and others (a total of 28 countries). The plant received five gold, eighteen silver and thirty-five bronze medals of VDNH for its products. As consumer goods, Volgocemmash produced furniture, primarily kitchen sets.

The structure of the "VCM" plant includes the house of culture of the Mashinostroitel recreation center on ul. Leningrad, 2A and the pioneer camp "Youth" on the forest park highway of Togliatti. The factory newspaper Volzhsky Mashinostroitel is published, with a circulation of 400 copies. (2017) [4]

Projects

In the 1990s, TOAZ purchased equipment from the Italian company Danieli , on the territory of the VCM, began the construction of a steel complex, however, work was not completed and the project with equipment was mothballed. At different times, the industrial site was considered by various organizations, among them Pirelli for a tire factory and OJSC Metallurgical Holding from Yekaterinburg for metallurgical production. In 2013, the management of the enterprise returned to its steelmaking project in the territory of the Volgocemmash plant, 17 billion rubles were invested in the reconstruction of the plant, but environmentalists and the city administration opposed it.
